Inspecting and Reviewing the Adjustment of the Ring Road 4 Project

On September 24, Comrade Quach Tat Liem — Member of the Provincial Party Committee and Vice Chairman of the Provincial People’s Committee, along with a working delegation, conducted an on-site inspection regarding the proposal to adjust the Ring Road 4 Project (Phase 2, section from Binh Xuyen district to former Vinh Tuong district, Vinh Phuc province).

The Ring Road 4 Project, section from Binh Xuyen district to former Vinh Tuong district (Phase 2) — now located across the communes of Binh Nguyen, Xuan Lang, Nguyet Duc, Tam Hong, Yen Lac, Te Lo, and Vinh Tuong — spans 18.2 km in length and is invested by the Vinh Phuc Area Project Management Board.

The project is implemented to step-by-step complete the former Vinh Phuc urban Ring Road 4 according to approved planning. It aims to enhance traffic connectivity, improve route operational capacity, attract investment, and drive local socio-economic development.

To align with development needs following the administrative merger, the Vinh Phuc Area Project Management Board proposed adjusting the total investment capital from 1,844 billion VND to 2,107 billion VND, and extending the implementation timeline from the 2023–2028 period to 2023–2030.

Additionally, the proposal suggests splitting the project into 4 component projects: Compensation and Site Clearance Project for section Km0 – Km8+695; Construction Investment Project for section Km0 – Km8+695; Compensation and Site Clearance Project for section Km8+695 – Km18+200; and Construction Investment Project for section Km8+695 – Km18+200.

Following the physical inspection, Vice Chairman of the Provincial People’s Committee Quach Tat Liem instructed relevant departments, sectors, and units to continue reviewing the adjustment options. They must thoroughly evaluate consistency with spatial planning, traffic development demand, and resource balance capabilities, while urgently completing documentation to advise the Provincial People’s Committee for consideration and decision.
