In the 2024 Local Innovation Index (PII) ranking, Phu Tho ranks among the top 10 localities in human capital and research and development, alongside the following provinces and cities: Hanoi, Ho Chi Minh City, Hai Phong, Da Nang, Thua Thien Hue, Vinh Phuc, Khanh Hoa, Ninh Binh, and Can Tho.
The Human Capital and Research and Development pillar is the second of five input pillars in the PII 2024, as recently announced by the Ministry of Science and Technology. This pillar consists of two groups of indicators: Education (with three component indicators) and Research and Development (with four component indicators).
According to the Academy of Science, Technology, and Innovation at the Ministry of Science and Technology, Phu Tho province scores higher in the education index than in the research and development index. The province needs to leverage its strengths and implement solutions to nurture and develop high-quality talent for the future, particularly in research and development.

The Provincial Innovation Index (PII) is the only index that comprehensively assesses the socio-economic development model based on science, technology, and innovation in localities. It is managed by the Ministry of Science and Technology, which is responsible for developing the index annually starting from 2023. The PII will provide a foundation for government and local leaders to propose policies and decisions that implement the Politburo’s Resolution on breakthroughs in science, technology, innovation, and national digital transformation, driving the country’s development in the new era.
