Public Consultation on the Construction Project of Hoang Van Thu High School for the Gifted

On the afternoon of June 3, the Hoa Binh Ward People’s Committee coordinated with the Hoa Binh Regional Project Management Board, the Ward Vietnam Fatherland Front Committee, and relevant units to organize a public consultation conference to disclose information regarding the deployment of the Hoang Van Thu High School for the Gifted construction project.

Attending the conference were Mr. Nguyen Duc Dung—Member of the Standing Board of the Provincial Party Committee, Secretary of the Ward Party Committee, and Chairman of the Hoa Binh Ward People’s Council—alongside over 40 households residing within the zoned project perimeter.

According to the official approval decision, the Hoang Van Thu High School for the Gifted construction project is invested by the Hoa Binh Regional Project Management Board. The project commands an aggregate investment capital pool of approximately 600 billion VND, funded entirely by the provincial budget, and is scheduled for execution during the 2025–2029 phase.

The investment scope aims to construct a highly synchronized, state-of-the-art campus and procure modern pedagogical equipment, satisfying the advanced learning demands of around 1,600 students. The new school is strategically conceptualized under a comprehensive educational model equipped with fully integrated functional zones.

The project is mapped across an expansive land reserve of 4.38 hectares on Truong Han Sieu Street (Group 1, Hoa Binh Ward). Following a rigorous site location audit, on April 29, 2026, the Provincial People’s Committee issued Official Dispatch No. 7286/UBND, ratifying the policy to continuously push forward the project.

Currently, the Hoa Binh Regional Project Management Board is concentrating human resources to partner with local authorities to finalize zoning adjustment procedures. The project is strictly scheduled to complete the submission for appraisal and secure the official approval of its Feasibility Research Report (FS) by Quarter III/2026.

During the convention, local citizens delivered numerous remarks acknowledging the profound socioeconomic significance and value of constructing the school to uplift regional education. Concurrently, residents expressed their desires for the project to feature highly distinctive zoning maps, execute all legal steps in strict compliance with statutory frameworks, and conduct thorough topological and site surveys. They heavily requested the implementation of equitable, public, and transparent compensation frameworks for all affected households within the project boundary. Representatives from the Hoa Binh Ward People’s Committee and competent line bodies engaged in a direct dialogue to clarify all involved concerns.

On behalf of the municipal leadership, Secretary Nguyen Duc Dung highly absorbed the candid, responsible feedback raised by the citizenry, while emphasizing that this project stands as a flagship policy aimed at upscaling the comprehensive educational quality of the province.

Regarding welfare stabilization blueprints for affected households, he firmly anchored the state’s ironclad principle: "The State will calculate the most optimal blueprints to ensure that citizens’ statutory rights and interests are fully secured in absolute compliance with the law, targeting the definitive goal that the quality of new resettlement housing must be equal to or better than their legacy properties." The Standing Board of the Ward Party Committee has formally convened and passed a unified resolution to prioritize dedicating the entire suitable land fund to build a dedicated resettlement enclave for households subject to site clearance under this project.

The aggregate log of detailed feedback and petitions raised by citizens at the conference will be thoroughly compiled to report to the Standing Board of the Ward Party Committee, the Standing Board of the Provincial Party Committee, and the Chairman of the Provincial People’s Committee for executive review. The Ward Party Secretary requested the Hoa Binh Regional Project Management Board to maintain tight coordination with local authorities to rigorously cross-check land origins, executing each procedural step firmly, publicly, and transparently to foster the highest public consensus, ensuring the project advances on schedule.
