The Provincial Governance and Public Administration Performance Index report in Vietnam (PAPI) 2023 was announced on April 2 in Hanoi by the Center for Development Research - Community Support (CECODES), which is part of the Vietnam Union of Science and Technology Associations and the United Nations Development Programme (UNDP).

According to the research, Thua Thien Hue will dominate the PAPI Index in 2023 with 46.0415 points, followed by Thai Nguyen (45.7875), Bac Ninh (45.7047), and Soc Trang (45.6196). Phu Tho province ranks among the provinces and cities with the high ratings, earning 42.9957 points.
PAPI is Vietnam’s largest sociological survey, concentrating on analyzing the efficacy of administration, policy implementation, and public service provision based on people’s judgments and experiences with regularly gathered data age. The scale is evaluated according to eight content indicators: People’s engagement at the grassroots level; openness and transparency in decision making; accountability to the people; public sector corruption control; administrative processes; public service delivery; environmental governance; and e-governance.

The PAPI index aims to improve the efficiency of local government service to the people in order to better meet the people’s increasing demands by creating opportunities for people to participate in evaluating the performance of local governments, lobbying the government to improve the way it serves the people; encourage self-assessment for innovation, healthy competitive practices, and a culture of learning from experience in local governments.
Phu Tho is in the high score group of PAPI.
The study covers the feelings, experiences, views, and expectations of approximately 20,000 individuals in Vietnam about the efficacy of state policy and law enforcement, local governance, and public service provision at the local government level. The PAPI survey was performed from August to November 2023.

The PAPI index is the result of research collaboration between CECODES and UNDP in Vietnam from 2009 to the present, with the assistance of other partners throughout the study implementation process.
