On July 14, Mr. Tran Duy Dong—Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People’s Committee—chaired a conference to collect feedback on the draft report on socio-economic development, which will be submitted to the upcoming Phu Tho Provincial Party Congress. The event was attended by vice chairmen of the Provincial People’s Committee and leaders of relevant departments and sectors.

At the conference, leaders of the Department of Finance presented a summary report evaluating the province’s socio-economic development over the 2021–2025 period, as well as proposed goals, directions, and tasks for the 2026–2030 period. Discussions focused on refining targets, tasks, and proposed solutions for 2026–2030, contributing to the drafting of the Political Report to be submitted to the 2025–2030 Congress of the Phu Tho Provincial Party Committee.

For the 2026–2030 period, Phu Tho aims to become one of the region’s and the country’s key centers for industry, services, logistics, and tourism. The province targets rapid economic growth, the development of high-value agriculture, and leveraging science, technology, innovation, digital transformation, and the private sector as the main drivers of growth. At the same time, it seeks to preserve and promote its cultural heritage—especially recognized national and international intangible heritage—and improve the physical and spiritual well-being of its residents.

Key targets include an average annual economic growth rate of at least 10.5 percent, with private sector growth reaching 12 percent or higher. Per capita gross regional domestic product (GRDP) is expected to reach VND 190–200 million. Labor productivity is projected to grow at over 9 percent annually, while state budget revenue is set to increase by an average of 10 percent per year. The health insurance coverage rate is targeted at 95.5 percent of the population.
To achieve these objectives, the draft report proposes several breakthroughs and outlines 10 key task groups. These focus on economic restructuring toward digital, green, and circular economic models, enhancing productivity, quality, efficiency, and competitiveness. It also emphasizes the development of economic corridors and dynamic zones, strengthening regional linkages, improving the investment climate, mobilizing resources, and addressing bottlenecks.
Additional tasks include developing modern and synchronized infrastructure, advancing urbanization and new rural development, creating a level playing field among different types of enterprises, and enhancing the province’s attractiveness to investors.

The report also highlights the need for effective resource management, environmental protection, proactive disaster prevention and climate change response, and the advancement of science, technology, innovation, and digital transformation. It underscores the importance of cultural and social development, ensuring social welfare, and improving public health and quality of life.
Further priorities include strengthening governance, promoting administrative reform, combating corruption and wastefulness, and ensuring national defense, public security, and social order. The report calls for enhancing the effectiveness of foreign affairs efforts.
During the conference, the vice chairmen of the Provincial People’s Committee and leaders of various departments proposed several improvements to the draft. Suggestions included introducing a cultural breakthrough linked to economic development, incorporating indicators specific to the private sector, closely aligning with central government guidance to accurately assess urbanization rates, poverty levels, and the number of new rural communes, building a roadmap to ensure 100 percent of industrial clusters have centralized wastewater treatment, re-evaluating the feasibility of full 5G coverage across the province, and reconsidering the use of online public service delivery rates as an effectiveness measure.

In his closing remarks, Chairman Tran Duy Dong highly commended the drafting committee and the constructive input provided by participating departments and agencies. He emphasized the significance of the report and urged the drafting team to incorporate feedback thoroughly, refine the language to meet document standards, and review appendices, key indicators, and existing challenges to ensure clarity and brevity.
He also recommended providing context for task implementation, moving some indicators to the solutions section, and clearly quantifying indicators related to digital transformation, budget revenue, the proportion of trained workers, and poverty reduction, among others.

Chairman Dong requested that the report focus on implementing four core strategies: restructuring high-efficiency agriculture, completing specialized databases, seeking input on new tourism development breakthroughs aligned with local identity, and developing logistics, urban areas, and smart transportation systems. He also called for increased support for disadvantaged ethnic minority regions, the promotion of public-private partnerships (PPP), and a review and refinement of investment project categories.
