Connecting and Promoting the Development of Digital Signatures and Trust Services in the Northern Region in 2026

On September 25, the National Electronic Authentication Center (Ministry of Science and Technology), in coordination with the Department of Science and Technology, organized a conference to connect and promote the development of digital signatures and trust services in the Northern region in 2026.

Delegates witness the signing ceremony of the agreement to support the implementation of digital signatures and electronic contracts for enterprises and workers in industrial parks across the province.

Attending the conference were Comrades: Pham Duc Long — Deputy Minister of Science and Technology; Nguyen Khac Hieu — Member of the Provincial Party Committee and Vice Chairman of the Provincial People’s Committee; representatives of leaders from departments, boards, sectors, and localities across the Northern region; associations, enterprises, banks, insurance companies, and notary public offices; representatives of public digital signature certification service providers; and representatives from medical facilities, schools, and community digital technology teams.

Speaking at the conference, Deputy Minister of Science and Technology Pham Duc Long remarked: In recent times, the development and application of digital signatures in Vietnam have made positive strides, with technical infrastructure and legal frameworks step-by-step being perfected, and application scope continuously expanding across various fields.

These results contribute to establishing a digital trust infrastructure, laying the foundation for secure, transparent electronic transactions, and driving the growth of the digital economy and digital society. He highly appreciated Phu Tho province’s proactiveness in promoting digital transformation, particularly in deploying and applying digital signatures across local agencies and units.

Deputy Minister of Science and Technology Pham Duc Long emphasized that Northern provinces and cities must continue to integrate digital signatures and trust services deeply into practical operations, aligning them with digital transformation targets and the practical needs of citizens and businesses. Efforts should focus on expanding adoption in public services and essential transactions—transitioning step-by-step from awareness raising to deployment, from pilot programs to universal coverage, and from concepts to real-world applications.

At the conference, delegates were presented with an overview of digital signatures, including their role, benefits, and legal validity in ensuring electronic transaction safety; an update on the local implementation and application status of digital signatures; and strategies for universalizing personal public digital signatures from “issued” to “actively used.”

Furthermore, delegates were introduced to the centralized digital signing connection portal “eSign”, instructions on verifying digital signature validity, remote digital signatures in digital office operations, the application of trust services in entering electronic contracts, and practical applications of digital signatures in banking, education, healthcare, and electronic labor contracts.

The conference also devoted significant time for delegates to exchange practical experience and access digital signature and trust service solutions. Notably, attendees were provided with free digital signatures along with guidance on activation and usage for mobile transactions.

The conference aimed to strengthen connections between state management bodies, local authorities, and the business community, striving to build a synchronized, convenient, and secure ecosystem for digital signatures and trust services. This will step-by-step construct a digital trust infrastructure to serve the development of digital government, the digital economy, and digital society.

Overview of the conference.

Within the framework of the conference, leaders from the Department of Science and Technology, the Provincial Industrial Parks Management Board, the National Electronic Authentication Center, and representatives of public digital signature certification service providers signed a memorandum of agreement to support the deployment of digital signatures and electronic contracts for enterprises and workers in industrial parks across Phu Tho province.

The agreement aims to promote the application of digital signatures and electronic contracts in production and business activities, creating favorable conditions for enterprises and workers to access and utilize services more conveniently and effectively.

According to the agreement, involved parties will coordinate to organize advisory support and implementation in industrial parks; provide free personal digital signatures to workers; and assist enterprises in integrating digital signatures and electronic contracts into existing management systems alongside suitable preferential policies.
