Focusing on Accelerating Progress for Projects Invested by Sun Group

On October 26, the Working Delegation of the Province’s Double-Digit Growth Steering Committee, led by Comrade Bui Duc Hinh — Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People’s Council — inspected the implementation status of projects invested by Sun Group’s Sun Group Hoa Binh Co., Ltd. in Kim Boi and Dung Tien communes.

Participating in the delegation were Comrade Dinh Cong Su — Member of the Provincial Party Committee and Vice Chairman of the Provincial People’s Committee; alongside leaders of various departments, sectors, units, local authorities, and the investor.

According to reports, as of October 22, 2026, Kim Boi commune completed site clearance across 102.77 hectares of agricultural land; while Dung Tien commune achieved site clearance for approximately 55.85 hectares of agricultural land belonging to the Cuoi Ha High-End Eco-Urban, Recreation, and Cable Car Complex Project.

Regarding projects serving resettlement, grave relocations, and technical infrastructure completion, local authorities are focusing on deploying related procedures, organizing construction for eligible items, and reviewing and perfecting compensation and support dossiers in accordance with regulations.

However, implementation progress for several items encounters difficulties because some households have not coordinated in land inventorying and counting; determining land origins, usage statuses, and compensation conditions faces lingering bottlenecks; while capital allocation for disbursing compensation, support, and power line network relocations remains delayed.

Delivering concluding remarks at the working session, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People’s Council Bui Duc Hinh requested departments, sectors, localities, and the investor to conduct comprehensive reviews of project progress, clearly defining difficulties, bottlenecks, causes, and individual agency/unit responsibilities to formulate timely resolution measures.

He requested local authorities to strengthen coordination with departments and sectors, focusing on compensation, support, resettlement, and site clearance in accordance with legal regulations; accelerating the completion of land records, inventorying, counting, and formulating compensation plans for remaining bottleneck cases.

During execution, focus must be placed on propaganda, mobilization, direct dialogue with residents, and maintaining policy openness and transparency—safeguarding the legitimate rights and interests of individuals whose land is being recovered.

For the investor, he requested proactive and close coordination with local authorities, urgently arranging funds for disbursing compensation and support payments according to approved plans. Furthermore, concentrate resources to accelerate construction progress on infrastructure works, resettlement areas, and related items, ensuring conditions serving local residents.

Particularly, he emphasized: Departments and sectors, based on assigned functions and tasks, shall proactively guide and support local authorities in resolving difficulties within their authority; promptly advising the Provincial People’s Committee to consider and direct matters exceeding authority.

The implementation process must guarantee synchronized coordination, clearly defining tasks, completion deadlines, and individual unit responsibilities; regularly inspecting and urging, preventing lingering bottlenecks from affecting overall project schedules.
