Removing Site Clearance Bottlenecks for Tho Tang - Vinh Son Road Project

On the afternoon of October 26, Comrade Nguyen Khac Hieu — Member of the Provincial Party Committee and Vice Chairman of the Provincial People’s Committee — chaired a meeting to hear the Tho Tang Commune People’s Committee report on difficulties and obstacles in compensation and site clearance work for the Project to Renovate and Upgrade the Road from Tho Tang (TL304) to Vinh Son (the former central arterial road of Vinh Tuong district), now located in Tho Tang commune. Attending the meeting were leaders of several relevant departments and sectors.

According to the report by the Tho Tang Commune People’s Committee, the project has a total recovery area of 7.97 hectares. To date, the locality has cleared 7.94 hectares of land, leaving 0.03 hectares uncompleted, which involves Nam Cuong Non-Alcoholic Beverage Company.

For the remaining area, functional agencies have inventoried assets and architectural structures and are currently formulating compensation, support, and resettlement plans for appraisal in accordance with regulations. However, the execution process faces hurdles due to insufficient bases to determine compensation eligibility. This is because the land plot was previously recovered by the People’s Committee of former Vinh Phuc province and allocated to the Science-Production Union for Water Supply and Foundation Geology (WEU) under a BOT project format.

Faced with the above bottleneck, the Tho Tang Commune People’s Committee submitted a document seeking guidance from the Provincial People’s Committee. According to the task execution plan for November 2026, the commune continues to finalize the compensation plan for the remaining 0.03 hectares, submitting it to competent authorities for consideration and resolution.

After conducting the field inspection and hearing reports on project implementation, Vice Chairman Nguyen Khac Hieu requested the Tho Tang Commune People’s Committee to proactively coordinate with relevant departments, sectors, and units to review all legal land dossiers, the prior land recovery and allocation processes, and the execution of the previous BOT project. Through this, clearly define land origins, current usage statuses, and relevant legal bases to serve as a foundation for determining compensation and support conditions in strict compliance with the law. Based on review results, units must propose specific resolution options that ensure regulatory compliance and harmonize the legitimate rights and interests of relevant parties.

The Vice Chairman urged the Tho Tang Commune People’s Committee to focus on decisively resolving the lingering bottleneck area, striving to complete site clearance work and guarantee project schedule demands. Concurrently, focus on accelerating construction progress on cleared sections to ensure public investment capital disbursement progress.

He also requested specialized agencies to strengthen coordination and guide the locality in resolving difficulties and bottlenecks within their functions, duties, and authority—promptly reporting matters exceeding authority to the Provincial People’s Committee for consideration and guidance.

Following directions from Vice Chairman Nguyen Khac Hieu, after the meeting, the Tho Tang Commune People’s Committee will organize a working session with Nam Cuong Non-Alcoholic Beverage Company to conduct propaganda and mobilization—building consensus for compensation and site clearance across the remaining project area. Concurrently, proactively prepare enforcement plans in accordance with regulations to accelerate progress and guarantee public investment disbursement results for the project.
