On the morning of June 10, Comrade To Lam, General Secretary of the Communist Party of Vietnam, held a working session with the Standing Committees of the Provincial Party Committees of Phu Tho, Vinh Phuc, and Hoa Binh on the implementation of the Party Central Committee’s Resolutions and Conclusions; the consolidation and streamlining of local apparatus; the stabilization of local conditions, national defense, and security; leadership in promoting economic development; the assurance of social welfare and poverty reduction; improvements in people’s livelihoods; and local proposals and recommendations.

According to the reports presented, the Standing Committees of the three provinces have actively reviewed and issued action programs and documents to implement the Central Committee’s Resolutions and Conclusions in accordance with the “six clears” principle: clear leadership, clear tasks, clear timelines, clear responsibilities, clear outcomes, and clear authority.

Specifically, Phu Tho has issued 154 guiding documents, Vinh Phuc 115, and Hoa Binh 105. These documents focus on major workstreams such as restructuring the administrative apparatus, organizing Party congresses at all levels toward the 14th National Party Congress, economic development, social issues, key breakthroughs, implementation of Politburo and Secretariat directives, settlement of long-standing local cases, and compliance with conclusions from inspections and State audits.

In terms of apparatus reorganization, the three provincial standing committees have developed and implemented plans and projects to streamline the political system. These efforts have adhered strictly to the principles and regulations of the Party and State while ensuring the effective operation of the Party leadership mechanism, State management, and people’s supervision. Significant progress has been made in eliminating overlaps in functions and responsibilities, reducing staffing levels as planned, and enhancing operational efficiency.

Regarding the settlement of policies for officials, civil servants, public employees, and workers affected by the restructuring, the provinces have issued detailed guidance. As of now, Phu Tho has resolved 260 cases with a support budget exceeding VND 285 billion, with 1,074 more cases expected. Vinh Phuc has handled 199 cases (over VND 215 billion), and Hoa Binh has approved 284 cases, of which 102 have received payment (over VND 152 billion), with 1,050 more cases expected to apply for support.

The draft political documents for the new Phu Tho Provincial Party Congress (after the merger) for the 2025–2030 term have been completed, incorporating the achievements of the three former provinces and aligning with new orientations from the Central Committee. At the grassroots level, the three provincial Party Committees have issued instructions to ensure that commune-level congresses after the merger are conducted in accordance with Party regulations and local realities.

As for organizational structure, the combined Party Executive Committees of the three provinces currently total 127 members. The Standing Committees have directed relevant agencies to finalize personnel records and submit them to the Central Organization Committee for review and appointment according to procedures.

Regarding the use and renovation of working facilities, the three provinces currently have 861 facilities at the district and commune levels. After the merger, 501 commune-level facilities will be retained. Of the remaining 320 surplus buildings, 55 will be transferred to other agencies, 99 repurposed for education and public use, and 11 auctioned for lease.

On the matter of relocating staff, a portion of cadres from Vinh Phuc and Hoa Binh will move to Phu Tho to work, while others will temporarily remain at former headquarters to reduce strain on infrastructure and ensure proximity to the public.

With regard to economic development and national defense, the three provinces are focusing on site clearance and accelerating key infrastructure projects. Measures are being taken to resolve project-related difficulties, revoke underperforming projects, and ensure effective investor commitments. Defense and security forces have been strengthened, contributing to social stability and public safety.

In his concluding remarks, General Secretary To Lam affirmed that Phu Tho, Vinh Phuc, and Hoa Binh are three regions with unique identities—culturally, historically, and geographically—that together form the cradle of Vietnamese civilization. The merger of these provinces is not merely an administrative adjustment but a strategic transformation toward integrated, sustainable development and enhanced national governance.

The General Secretary emphasized the need for the new Phu Tho province to complete the reorganization of its apparatus in accordance with Resolution 60 and Conclusion 150 of the Politburo, ensuring streamlined, transparent, and efficient governance. He called for maintaining internal unity, avoiding disruption, and upholding public trust throughout the transition.

He also stressed the importance of developing a long-term socio-economic strategy for the new province, forming value chains and functional urban networks, and pursuing balanced development that respects environmental, cultural, and social priorities.

In particular, he called for breakthroughs in science, technology, digital transformation, private sector development, and international integration—while also enhancing internal capacity and human resource quality. He urged thorough preparations for the upcoming Provincial Party Congress to ensure it is conducted with high standards and political clarity.

Furthermore, the General Secretary encouraged the new Phu Tho province to proactively propose specific mechanisms and policies to the Central Government, leveraging its expanded scale and diverse characteristics to enhance infrastructure, digital governance, budget decentralization, human resource development, and cultural preservation.

In response to the proposals from the three provinces, he assigned the Office of the Party Central Committee to compile and submit them to relevant agencies for timely consideration and resolution.

General Secretary To Lam expressed his confidence that, with unity, innovation, and strong political will, the merged province would successfully implement the merger, creating a pioneering model for national renewal and sustainable development.
