After one month of implementing the two-tier local government model, thanks to careful, scientific, and well-coordinated preparation—and a spirit of unity and determination—the entire political system of the province has demonstrated strong commitment and great effort in ensuring the seamless and effective operation of this new administrative structure.

During a visit to Trung Son Commune in the first month of implementing the new model, we witnessed the community’s thorough and thoughtful preparation. Tasks have been carried out smoothly and methodically.

Trung Son is one of only two communes in the former Phu Tho Province that did not undergo administrative merger. This is due to its status as a particularly difficult mountainous area with
rugged terrain, high mountain ranges, and streams crisscrossing the land. The commune has about 6,200 residents, primarily from ethnic minority groups such as the Muong, Dao, and Mong.
Comrade Dinh Hai Nam, Secretary of the Trung Son Commune Party Committee, shared: Immediately after the model was put into operation, the Commune Party Executive Committee and Standing Committee convened meetings to assess strengths and challenges, and set targets for the coming period. Initial priorities included strengthening Party building and consolidating the administrative apparatus in accordance with guidance and regulations. The local public administration center was put into operation to ensure smooth administrative services for the people.

Like Trung Son, other localities across the province have also implemented systematic and scientific personnel arrangements to ensure efficient, timely administrative support for both residents and businesses.
Currently, the new Phu Tho Province’s gross regional domestic product (GRDP) has shown promising growth, reaching 10.09%, ranking 6th out of 34 newly restructured provinces and cities. The province is also on track with preparations for the 2025–2030 Party Congresses at all levels.
State budget revenue for the first seven months of 2025 is estimated at VND 37 trillion, reaching 82.2% of the yearly estimate. Of this, domestic revenue is VND 30 trillion and revenue from import-export activities is VND 7 trillion.
As of July 30, 2025, the disbursement rate of public investment capital reached 73.8% of the capital allocated by the Prime
Minister, and 46.5% of the total assigned capital—significantly higher than the national average disbursement rate of 32.5%.
The province has completed its campaign to eliminate temporary and dilapidated housing, with all such homes handed over to beneficiaries before August 20, 2025.
Several major projects have seen accelerated progress, such as the construction of the new Phong Chau Bridge; site clearance for the 500kV transmission line from Lao Cai to Vinh Yen; and the connector between the Noi Bai–Lao Cai Expressway and the Tuyen Quang–Phu Tho Expressway.
Efforts are also being intensified to remove obstacles and speed up groundbreaking and completion of key projects in social housing, urban development, tourism (including the Cuoi Ha cable car system and Serena Resort), as well as industrial zones and clusters. National defense and security remain stable, and social order and safety are well maintained throughout the province.
The operation of commune-level governments is being closely monitored. The Provincial Party Standing Committee has conducted numerous working sessions in communes—especially remote areas such as Trung Son, Duc Nhan, and Xuan Dai—to promptly provide guidance and support regarding infrastructure, working conditions, and personnel matters to ensure the new administrative apparatus runs efficiently.
The implementation of the two-tier local government model marks a pivotal milestone in the province’s broad administrative reform—towards building a leaner, more effective government that is closer to the people.
