Improving the quality of inspection, examination, and supervision work

On November 27, Mr. Phung Khanh Tai, Standing Deputy Secretary of the Provincial Party Committee, chaired a conference to listen to the report on the results of the implementation of the inspection, examination, and supervision program in 2024 and the planned program in 2025 of provincial agencies and units.

In 2024, the presiding agencies organized the implementation of the basic programs, ensuring the correct functions, tasks, powers, and contents; promptly advised and proposed adjustments and supplements in accordance with the actual situation according to the requirements and arising tasks; 82 programs have been implemented, including 70 planned programs and 12 supplementary programs.

Central agencies, provincial agencies, and the Party Committee of the Provincial Agencies Bloc implemented 60 programs at provincial agencies and units. The inspection delegations of the Provincial Party Committee Standing Committee, led by the Standing Committee of the Provincial Party Committee and members of the Provincial Party Committee Standing Committee, ensured compliance with the plan. In 2025, the number of agencies registering for the program is expected to be 32 agencies; the number of registered programs is 60, a decrease of 10 programs compared to 2024; the number of inspected, examined, and supervised units is 163 agencies and units.

Concluding the conference, Standing Deputy Secretary of the Provincial Party Committee Phung Khanh Tai emphasized: 2025 is the year when Party committees at all levels prepare to organize the Party Congress. The Central Committee is also rearranging the organization of the entire political system, so reducing the programs is appropriate to focus on other political tasks. On that basis, he agreed on a number of principles, such as: Fully implement the programs that have been agreed upon throughout the term. Meetings must not affect the preparation and implementation of party congresses at all levels. Each locality and unit is allowed to conduct no more than 3 meetings/year (in case of more, there must be a clear explanation of the reason and necessity). The time for inspections at a locality or unit must not be arranged in 2 consecutive months. The number of members of each inspection team must be concise, ensuring the basic composition.

Overview of the Conference

The Standing Deputy Secretary of the Provincial Party Committee requested the Provincial People’s Committee to decide on the general approval of the program of the Provincial Inspectorate and specialized inspection. In particular, the specialized inspection programs of the departments and branches must agree on the principle: Each agency, unit, and enterprise must not have more than one inspection team per year. He assigned the Provincial Party Committee Office to work with the agencies to determine the specific number and names of the units directly supervised and agree on the time to conduct each inspection to facilitate the localities, units, and the implementation supervision work of the Standing Provincial Party Committee.
