2023 will be a year of numerous problems and challenges that are far more complex than expected, hurting our country in general and Phu Tho province in particular. In that context, with a spirit of solidarity, unity, democracy promotion, and strong innovation, the Party Committee, government, and people of Phu Tho province have been highly determined, made great efforts, and proactively seized opportunities, overcoming challenges, and achieving impressive, important, outstanding, and comprehensive results in all fields of economy, culture, society, defense, and security, building the Party and the political system pure and strong.

In the midst of global and national challenges, the province’s socioeconomic image continues to shine brightly, with 17/17 objectives accomplished or surpassed the intended plan. Phu Tho is one of 15 places with a high growth rate in the country, ranking third out of 14 provinces in the Northern Midlands and Mountainous Region with an economic growth rate (GRDP) of 7.58%. The economic scale has expanded by more than 1.3 times since 2020, surpassing the VND100 trillion threshold and ranked 34 of 63 provinces and cities. The state budget income in the region reached VND8,703.5 billion, up by 42.5% from the expectation.

Economic growth is evident throughout industries and areas, with several good and spectacular outcomes. Industrial production, in particular, continues to rise at a healthy clip, reinforcing its position as an economic driver. The industrial output value reached about VND30 trillion (up by 1.5 times from 2020), and the industrial production index (IIP) climbed by 17.3%. The industry’s internal structure is changing towards a greater mix of manufacturing and processing industries. The infrastructure of industrial zones and clusters continues to get synchronized investment attention, allowing Phu Tho to remain a popular investment location. Commercial and service operations remain stable, fulfilling the production and commercial demands of enterprises as well as consumer demand.

Agriculture is still regarded as an essential field that has maintained and sustained growth momentum toward increased efficiency and output value per unit of farmed land area. The National Target Program to Build New Rural Areas, in conjunction with the Sustainable Poverty Reduction Program and the Socioeconomic Development Program for Ethnic Minorities and Mountainous Areas, has produced several excellent achievements. Important objectives for agricultural, rural, and farmer development have been met and exceeded.

By the end of 2023, Phu Tho will have two additional districts (Thanh Ba and Tam Nong) that meet the criteria for new rural districts (currently reporting to the Central agency to analyze the dossier and submit it to the Prime Minister for recognition as new rural districts under regulations). There are 8 additional communes meeting new rural standards; 8 communes satisfy advanced new rural commune requirements; 105 new rural residential areas; and 55 model new rural areas. On average, the entire province met 17 requirements per community.

The One Commune One Product (OCOP) initiative promotes practical results to assist enhance agricultural production efficiency and farmers' livelihoods in their communities. The province now has 249 OCOP goods that fulfill requirements of three stars or above (an increase of 110 items, with one attaining five stars, exceeding the targeted aim by 2025).

Mr. Bui Van Quang, Chairman of the Provincial People’s Committee, and the Working Group conducted an inspection of the Cam Khe Industrial Park infrastructure project site.

The breakthrough in enhancing the investment and business climate has had a good and practical impact, establishing favorable circumstances for production and business operations while attracting investment and development resources. Sectors and municipalities have mobilized the whole political system in the spirit of “building on the ground” to aggressively remove “bottlenecks” in compensation and site clearing activity. This creates favorable conditions and helps to accelerate the execution of significant public and private investment projects in industrial parks, industrial clusters, transportation, urban regions, residential areas, and so on.

During the year, 18/20 essential traffic routes were executed rapidly and ahead of plan, with 7/20 projects completed and nearly finished in 2023, two years ahead of schedule. By the end of 2024, the province’s external transportation routes to adjacent places (Hanoi, Vinh Phuc, Hoa Binh, Yen Bai, and Tuyen Quang) will be operational.

In addition, infrastructure projects in industrial parks, industrial clusters, certain urban areas, and tourism regions are being rapidly executed; 78ha of industrial park land has been cleared, including 50ha of Phu Ha Industrial Park (phase 1) and 28ha of Cam Khe Industrial Park. The increasingly synchronized investment in socioeconomic infrastructure has provided the impetus and framework for strong economic growth.

Continuing to recover from the COVID-19 epidemic, tourist activities have thrived and grown significantly, with income growing by 27%. Education and training are steadily improving, with several regions and cities ranking among the top ten in the country. Phu Tho has been placed eighth out of 63 provinces and cities in terms of high school graduation test results for the second year in a row, and students have received honors in the international Olympics for the fifth consecutive year. Facilities and teaching equipment are invested in a coordinated manner. 92.3% of the province’s schools satisfy national requirements. People’s health care is prioritized, expanding their capacity to access and enjoy medical services from the grassroots level, as well as assuring excellent medical examination and treatment activities for all levels. Medical examination and treatment services have been enhanced, and the percentage of persons covered by health insurance has reached 93.7%.

The quality of people’s lives is steadily improving. The poverty rate dropped to 4.49%. Cultural, sports, tourism, and information and propaganda activities continue to be pushed, with innovative material and improved quality. The effort of maintaining and enhancing cultural heritage values is given due attention and focus. The “All People Unite to Build a Cultural Life” movement, which promotes the development of new rural regions and civilized cities, is gaining traction, resulting in beneficial improvements in cultural life at the grassroots.

Local defense and military work are ensured; political stability, social order, and safety are upheld. Foreign affairs work is continually enhanced and pushed. The province’s image and status are increasingly confirmed and strengthened.

The work of Party development and political system construction continues to be innovative, resulting in good improvements in both consciousness and action among officials and party members; discipline and discipline in the Party and political system agencies have been reinforced. The Provincial Party Standing Committee has been responsible for leading and directing party committees at all levels in reviewing and evaluating the mid-term results of implementing Party Congress Resolutions at all levels to guarantee quality, practicality, efficiency, and correctness. The Fatherland Front and other sociopolitical groups have implemented several grassroots-oriented initiatives. The enormous solidarity of all people is growing stronger.

Deputy Prime Minister Tran Hong Ha delivered the decision approving Phu Tho Provincial Planning to provincial authorities.

On December 5, 2023, the Prime Minister authorized Phu Tho Provincial Planning for the period 2021-2030, with a vision for 2050. In addition, the province is focused on directing the completion of adjustment paperwork. General planning of Viet Tri city until 2040 has been submitted to the Prime Minister for approval; proactive deployment of documents to adjust the general planning of Phu Tho town until 2040, planning of district urban areas, ensuring development orientation is consistent with actual requirements, creating favorable conditions to promote rapid and sustainable socioeconomic development in the area...

The results achieved in 2023 are the combined results of efforts to overcome difficulties and join hands to contribute from all walks of life, from all levels and sectors, from intellectuals, scientists, and businessmen, businesses, armed forces, leaving a good impression, fostering pride in the historical values, cultural traditions, heroes of the Party, government, and people in the homeland.

This achievement has spread and actively contributed to the stabilization of ideology, creating excitement and trust among officials, party members, and people in the leadership of the Party Committee, as well as the management and administration of governments at various levels, who continue to join forces and hearts with the Party and government to make our homeland more prosperous and beautiful.

The year 2024 is significant because it represents a watershed moment in achieving the objectives outlined in the Resolution of the 19th Provincial Party Congress for the 2020-2025 term and the 5-year socioeconomic development plan 2021-2025. Aside from the benefits, the local and international scenario continues to provide several issues and new challenges. The province’s overall goal is to focus on effectively implementing Conclusion No. 362-KL/TU, dated September 8, 2023, of the Provincial Party Executive Committee on continuing to lead and direct the implementation of the Congress Resolution 13th Party Congress and Resolution of the 19th Phu Tho Provincial Party Congress, term 2020-2025; Synchronously perform tasks and solutions to ensure the aims of growth, recovery, and development for production and company; Continue to dramatically execute achievements in firmly enhancing the business investment environment, pushing administrative reform and digital transformation; increase province competitiveness; Economic growth promotes environmental harmony, services, tourism, and the ancestral land region’s distinct culture. Arrange administrative units at the district and commune levels for the period 2023-2025; organize the apparatus in a streamlined, efficient, and effective manner; ensure employment, social security, and improve people’s material and spiritual lives; strengthen national defense and security, maintain political stability, social order, and safety; Strengthen party and government building, as well as the political system, to make it cleaner and stronger.

To achieve this goal, the Party Committee, government, and people in the province must continue to be deeply aware of and better promote the traditions of the land of origin, further enhance pride, self-esteem, and determination, dynamic and creative spirit, actively taking advantage of every opportunity and advantage, calmly and alertly overcoming all difficulties and challenges to successfully complete the set goals and tasks.

We must not be subjective or satisfied with our achievements, but must proactively and decisively implement the 2024 tasks from the first days of the year in the spirit of continuing to innovate our thinking and thinking, working under the motto “Resources from thinking, motivation from innovation, strength from the people”. The leaders of agencies, units, and localities will continue to encourage the spirit of responsibility by innovating thinking and working methods, daring to think and act, daring to assume responsibility for the common good, and pushing responsibility rather than avoiding it.
