Accelerating Planning, Urban Development, and Housing within the Province

On the morning of April 17, Mr. Vu Viet Van – Member of the Provincial Party Standing Committee and Vice Chairman of the Provincial People’s Committee – chaired a conference to hear the Department of Construction’s report on the implementation of the Provincial Party Committee’s Action Program regarding the 1st Phu Tho Provincial Party Congress Resolution (2025-2030 term), and the project on partial adjustments to the Vinh Phuc Urban Master Plan to 2030. The meeting was attended by leaders of the Provincial People’s Committee Office and various relevant departments and local authorities.

In implementing the Action Program for the 2025-2030 term, the Department of Construction has advised the Provincial People’s Committee to approve the outlines and cost estimates for key urban development projects. Currently, the Department is in the process of selecting consultancy contractors, with results expected to be finalized by April 20, 2026.

Simultaneously, the Department has proactively reviewed economic, residential, and urban spaces across the areas of Phu Tho, Vinh Phuc, and Hoa Binh (prior to their merger) to advise the Provincial People’s Committee on adjusting urban and rural planning. This ensures alignment with the general master plan and the specific socio-economic context of the unified Phu Tho province. The overarching goal is to strengthen connectivity with Hanoi and the Red River Delta, develop intra-regional and inter-regional economic corridors, and establish the Thai Nguyen – Phu Tho – Bắc Ninh industrial belt as a primary growth engine for the region.

Regarding the implementation of the Provincial Housing Development Program, the Department of Construction has collaborated with relevant sectors, agencies, and localities to investigate, survey, and re-evaluate the current status and housing demands across the province following the merger. This serves as the foundation for establishing the Provincial Housing Development Program for the 2026–2035 period, aligned with the new orientations of the unified administrative unit. Building on this, the Department will provide counsel on developing high-quality eco-urban housing models and diversifying social housing options with strategic locations, appropriate product structures, and reasonable pricing to meet market demands.

Currently, Phu Tho is implementing 22 social housing projects with a total of 17,244 units. In 2026 alone, an additional 4,244 apartments are expected to be completed. Looking toward 2030, the province plans to implement a total of 80 social housing projects (61,276 units), aiming for a cumulative total of 64,400 completed units.

Regarding the partial adjustment of the Vinh Phuc Urban Master Plan to 2030, the Department noted that these changes are necessary to stay consistent with the newly approved Provincial Master Plan and to accurately define land-use functions for existing projects. Three primary adjustment groups were identified: ensuring consistency for projects initiated prior to the master plan approval; precisely defining 7 public service land plots; and updating 15 strategic locations for industrial clusters, urban areas, and major transport routes.

Concluding the conference, Vice Chairman of the Provincial People’s Committee Vu Viet Van recognized the construction sector for its pioneering role in executing post-merger tasks and its contribution to the province’s overall growth.

The Vice Chairman requested the sector to regularly review and synthesize targets and missions within the Provincial Party Committee’s Action Program for the 1st Phu Tho Provincial Party Congress Resolution (2025-2030 term). This is to ensure the completion of assigned tasks regarding urban development, housing, and economic growth. He emphasized prioritizing housing development, particularly social housing, and urged close coordination with relevant departments and agencies to drastically implement solutions for attracting investors into social housing projects across the province.

Regarding the partial adjustment project for the Vinh Phuc Urban Master Plan to 2030, Vice Chairman Vu Viet Van stressed that these adjustments must align with the Provincial Master Plan, ensuring regulatory compliance and continuity without altering the scale or nature of the urban areas. Simultaneously, such adjustments must yield positive urban impacts and serve the province’s socio-economic development goals.

The Vice Chairman assigned the Department of Construction to incorporate feedback, update, and finalize all information, planning titles, and contents contributed by agencies at the meeting. The Department was also tasked with promptly completing relevant documentation to submit to the Provincial People’s Committee for reporting and seeking appraisal from the Ministry of Construction.
