On March 17, Mr. Bui Van Quang, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People’s Committee, held a working session with the Department of Construction following its recent merger. The session focused on reviewing the department’s operations and addressing challenges and obstacles.

The Department of Construction was established through the merger of the former Department of Transport and the Department of Construction.
After the merger, the department consists of 10 specialized divisions and four public service units. As of March 1, 2025, it has officially entered stable operations. The department has been assigned 155 personnel targets, including 98 civil servants and 51 public employees. Its Party Committee comprises 10 Party cells with a total of 202 Party members, while the Executive Committee includes 13 members.
The Department of Construction has fully taken over the functions, responsibilities, organizational structure, personnel, financial resources, assets, documentation, and other related elements from the merged entities. The transition has been carried out in compliance with legal regulations, ensuring continuity in the department’s functions and responsibilities without disruption.

During the session, department leaders highlighted several challenges encountered during the restructuring process. These included issues related to facilities, organizational structure, personnel arrangements, and the implementation of newly assigned functions under current legal regulations.

In his concluding remarks, Chairman Bui Van Quang acknowledged and commended the dedication, sense of responsibility, and exemplary leadership of the department’s officials, civil servants, and employees. He praised their efforts in swiftly and effectively implementing tasks after the merger, ensuring an efficient and streamlined organizational structure that meets the demands of the new operational framework.

To ensure the successful fulfillment of assigned responsibilities, Chairman Bui Van Quang urged the department to foster solidarity and cohesion while effectively managing its internal restructuring. He emphasized the importance of flexibility and adaptability in the transition process, particularly in addressing the concerns of personnel. Additionally, he called for strengthened internal communication efforts to ensure that officials and Party members feel secure and confident in their roles, thereby fostering a cooperative and committed work environment. He also stressed the need to prevent any signs of discrimination or favoritism.
The chairman directed the department to maintain its core state management functions inherited from the two pre-merger entities. He instructed leaders to clearly define the responsibilities of each division and office to ensure that no tasks are overlooked. Furthermore, he emphasized the development of operational regulations, proper task allocation, and systematic personnel assignments.
In the immediate term, the Chairman called for the continued operation of the Provincial Traffic Safety Committee and the Traffic Construction and Maintenance Project Management Board. Regarding the inspection division, he stated that adjustments would be made based on guidance from relevant authorities. He also directed the department to review and reappoint leadership positions in non-merged public service units in accordance with regulations to ensure smooth and efficient operations.
Additionally, he underscored the importance of strengthening oversight in construction investment, inspections, and regulatory compliance to promptly detect and address violations. He instructed the department to assess housing demands and advise the provincial leadership on attracting investors for social housing projects, aiming to complete 22,200 social housing units by 2030.
Finally, Chairman Bui Van Quang tasked the department with conducting research and proposing appropriate models for decentralizing management in line with a two-tier local governance approach in the future.
