On March 7, Comrade Nguyen Chi Dung-Member of the Party Central Committee and Deputy Prime Minister-led a government working delegation to Phu Tho Province to assess its development progress and growth scenario for 2025.
Welcoming and working with the delegation were Mr. Bui Minh Chau, member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People’s Council, and Head of the Provincial National Assembly Delegation; Bui Van Quang, deputy secretary of the Provincial Party Committee and Chairman of the Provincial People’s Committee; and Phung Khanh Tai, Standing Secretary of the Provincial Party Committee, along with members of the Provincial Party Committee Standing Committee and leaders of various departments and agencies.
Deputy Prime Minister Addresses the working session
Chairman of the Provincial People’s Committee Bui Van Quang reported to the Deputy Prime Minister on the province’s socio-economic development and implementation of the 2025 growth scenario. He highlighted measures to support production and business activities, investment in infrastructure, import-export performance, and the progress of public investment disbursement in the first two months of the year.
Industrial production experienced strong growth, with the Industrial Production Index (IIP) rising by 47.3% year-on-year. Export activities performed well, with an estimated export value of USD 2.2 billion and imports reaching USD 3 billion. State budget-funded investment capital stood at VND 784 billion, while the province attracted investment for 11 new and expansion projects. Total state budget revenue reached VND 1,931 billion. As of now, public investment capital allocated amounts to VND 2,787 billion, with VND 738 billion disbursed, equivalent to 26.5% of the assigned capital. The province’s total mobilized credit capital reached VND 102.4 trillion, with outstanding loans amounting to VND 116.3 trillion.

Phu Tho has developed plans to resolve challenges faced by six private investment projects and repurpose 308 redundant administrative buildings left unused after local government restructuring. The province has also been actively involved in an initiative to eliminate temporary and dilapidated housing, with 1,258 houses either built or repaired through mobilized funding exceeding VND 130 billion.

Implementing Conclusion No. 123-KL/TW of the Central Committee and Resolution No. 25/NQ-CP of the Government, Phu Tho has been tasked with achieving a growth rate of at least 8%. Following a review, the province affirmed that this target is highly feasible.

At the meeting, Provincial Party Secretary Bui Minh Chau reaffirmed Phu Tho’s commitment to achieving the 8% growth target. He proposed that the government expand the scope and application of specific pilot mechanisms and policies approved by the National Assembly, allowing localities to implement effective economic growth strategies. Additionally, he urged the Ministry of Finance and the Ministry of Natural Resources and Environment to issue clear guidelines on funding advances and deductions for resettlement projects, supplement state budget investment capital, and provide financial support to meet the province’s goal of eliminating temporary housing by 2025.
Furthermore, he recommended transferring governance of the College of Food Industry to the Ministry of Industry and Trade and amending the 2014 Bankruptcy Law to address difficulties facing six long-pending private investment projects in the province.

Concluding the session, Deputy Prime Minister Nguyen Chi Dung praised Phu Tho’s impressive growth and transformations over the past five years, particularly its industrial development and success in attracting investment, especially from foreign direct investment (FDI). He attributed these achievements to the province’s strong political unity, policy innovation, and determined leadership.

The Deputy Prime Minister emphasized Phu Tho’s strategic role in connecting provinces along the Lao Cai-Hanoi-Hai Phong economic corridor. While acknowledging the province’s progress, he noted areas for improvement, including the need for synchronized infrastructure, reducing regional development gaps, attracting high-tech projects, and capitalizing on its abundant tourism potential.

In the coming time, the province will continue to implement Resolution 18/NQ-TW and Conclusion 127-KL/TW of the Politburo and the Secretariat, focusing on studying and proposing measures to further reorganize the political system. The province will also prioritize ideological work to ensure smooth governance without negatively impacting residents and businesses.
Given its significant development potential, Phu Tho province aims to surpass the 8% growth target. To achieve this, the province must actively streamline administrative procedures and business regulations in line with the government’s directives to create a favorable environment for private sector growth. Additionally, strategic transport infrastructure will be a key focus, along with efforts to meet the target for social housing development.
Regarding the province’s proposals and recommendations, the Deputy Prime Minister assigned specific tasks to relevant ministries and agencies, requesting them to consolidate the information and report to the Prime Minister as soon as possible.

Before the working session, Deputy Prime Minister Nguyen Chi Dung inspected the construction of the road linking the Noi Bai-Lao Cai Expressway with the Tuyen Quang-Phu Tho Expressway. The project covers a 3.31-hectare land area, affecting 190 households in Ha Loc and Phu Ho communes and Phu Tho Town. Spanning 2.7 km, the road has a total investment of over VND 600 billion.

The Deputy Prime Minister commended the province’s proactive efforts in implementing the project and stressed its importance in enhancing connectivity, reducing traffic accidents, and improving overall transportation efficiency. He directed local authorities to coordinate with the Ministry of Construction, contractors, and supervision consultants to expedite progress and complete the project in 2025.

Later, the Deputy Prime Minister inspected the Phu Tho Provincial Cultural and Artistic House construction project. With an investment of nearly VND 400 billion, the project includes a 1,000-seat auditorium, three above-ground floors, one basement, and a total construction area of nearly 5,000 m2. As of now, 95% of the structural work has been completed, with technical and interior finishing underway. The overall project completion stands at over 70% of the planned progress.
Emphasizing its significance as a cultural landmark and tourist attraction, the Deputy Prime Minister urged stakeholders to mobilize resources, ensure high technical and aesthetic standards, and complete the project by August 2025.
