On the morning of April 21, Mr. Tran Duy Dong — Alternate Member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee, and Chairman of the Provincial People’s Committee — chaired a meeting with Vice Chairmen to hear reports on the implementation of the 2026 Provincial Public Investment Plan. At the meeting, the Chairman demanded that all public investment projects be executed under the “Green Lane” mechanism to unlock developmental resources.

According to the Department of Finance, the total planned public investment capital for 2026 is approximately 22,000 billion VND, with central government funding accounting for about 20,000 billion VND. To date, the province has allocated 12,700 billion VND (approx. 60% of the plan), with 9,200 billion VND remaining for further distribution.

During the session, delegates focused on evaluating the specific progress of each project and adjusting funding for key sectors such as transportation, agriculture, healthcare, education, and National Target Programs. Discussions emphasized prioritizing resources for investment preparation, resettlement, site clearance, and industrial park infrastructure. Units also proposed solutions to expedite the appraisal and approval of investment policies and the allocation of surplus revenue from land use fees to match actual progress.
Concluding the meeting, Chairman Tran Duy Dong commended the Department of Finance’s proactive advisory role. To ensure effective capital utilization, he requested units to categorize projects into clear groups: those seeking current allocation, those requiring upward/downward adjustments, and those needing supplementary funds for timely processing.
The Chairman emphasized the immediate detailed allocation for projects meeting all legal requirements, aligned with their actual disbursement capacity. He highlighted the accountability of leaders in the preparation, submission, and appraisal of investment policies. Vice Chairmen and Heads of Departments must strengthen their oversight and take full responsibility for the progress and quality of disbursement within their respective sectors.
Regarding the comprehensive “Green Lane” mechanism, the Chairman mandated its application to all provincial public investment projects. This is a key solution to minimize the time required for project appraisal and the finalization of investment preparation procedures.
He noted that accelerating progress must go hand-in-hand with strict adherence to the law. Departments and localities must enhance coordination, particularly in appraisal, site clearance, and completing procedures for new construction projects.

The Chairman also cautioned that the allocation of surplus land revenue must be prudent and closely follow actual budget collections to ensure solvency and avoid assigning capital to projects lagging in progress.
