Phu Ninh: 25 years of re-establishment of the district

After 22 years of merging with Lam Thao district to form Phong Chau district, on September 1, 1999, Phu Ninh district was re-established and put into operation. Over the past 25 years, under the leadership and direction of the district Party Committee, the government, the people, and the business community have always been united, joined hands, unanimously, seized opportunities, promoted revolutionary traditions, creativity, innovation, made efforts, were determined to overcome all difficulties and challenges, and achieved many important and comprehensive achievements in all fields.

Phong Chau town, the economic and social center of Phu Ninh district, has developed increasingly spacious and modern, completing the criteria of a civilized urban area.

In the early years of re-establishment, Phu Ninh district faced many difficulties due to slow economic development, unsynchronized socio-economic infrastructure, low per capita income and state budget revenue in the area, and difficult life for the people.

Under the leadership and direction of the Provincial Party Committee, People’s Council, Provincial People’s Committee, and the coordination of provincial departments, branches, and sectors, over the past 25 years, the Party Committee, government, and people of all walks of life in the district have always joined hands and united to achieve proud achievements. From a district with a low economic starting point, the appearance and economic potential of the district have now changed significantly, gradually affirming its position in the province’s dynamic economic region and contributing significantly to the process of industrialization, modernization of the country, and international integration.

The economic structure has shifted positively towards increasing the proportion of industry—construction—services, gradually reducing the proportion of agriculture—forestry. Total budget revenue in the area in 2023 reached more than 401 billion VND, the year with the highest revenue ever; the poverty rate was 1.44%, down 16.68% compared to the first year of re-establishment.

Implementing breakthroughs, the district’s infrastructure has received investment attention and developed rapidly, especially the transportation system, irrigation, electricity, water, schools, medical stations, markets... serving well the task of socio-economic development and people’s lives, opening up many development opportunities, and increasing the attractiveness of domestic and foreign investment in the area. The district has attracted many capable, large-scale investors to invest in production development; the total social investment capital in 2023 reached over 2,941 billion VND.

Agricultural production has developed quite comprehensively, growing in productivity, output, and value. More and more agricultural models have emerged in the direction of association, accumulation, land concentration, organic agricultural production, clean agriculture, and safe agriculture according to the value chain, bringing high economic efficiency.

The National Target Program on New Rural Development (NTM) has mobilized the strong participation of the entire political system and the active participation of all classes of people with creative approaches and appropriate steps and achieved positive results.

From 2021 to 2023, the district has mobilized a total resource of more than 446 billion VND for NTM construction. To date, 16/16 communes in the district have been recognized as meeting NTM standards. Of which, 2 communes have been recognized as advanced NTM communes (Trung Giap, Phu Loc), Tien Phu commune continues to complete the criteria for advanced NTM communes, and Phong Chau town completes the criteria for civilized urban areas, striving to build the district into a basic NTM district by 2025.

Actively implementing the One Community, One Product (OCOP) Program, in the district there are 18 products and 1 group of products recognized as OCOP, of which 4 products meet 4-star OCOP standards and 14 products and 1 group of products meet 3-star OCOP standards.

The development of industry, small-scale industry, and services has had a clear change. In the district, 3 industrial clusters have been formed, attracting 44 enterprises to invest and produce. In addition, there are over 500 enterprises operating, creating jobs for over 14,000 workers with an average income of over 6 million VND per person per month, contributing over 100 billion VND to the state budget annually.

Cultural and social fields are being developed, ensuring harmony between economic development and improving the material and spiritual lives of the people. Maintaining and implementing cultural lifestyle conventions at the grassroots level, the movement “All people unite to build a cultural life” is widely launched, creating an important driving force to promote socio-economic development, ensuring security and order, and preserving and promoting good cultural traditions in the community.

In 2023, the whole district will have 95.5% of families recognized as cultural families, an increase of 40% compared to 1999; 95% of residential areas are recognized as cultural residential areas, an increase of 54.6% compared to 1999.

Implementing Resolution No. 87-NQ/HU of the Standing Committee of the District Party Committee on “Renovation, upgrading, and completion of residential cultural houses in the period of 2022-2024,” communes and towns actively mobilize social resources and mobilize people to contribute resources to renovate and upgrade residential cultural houses, reaching over 23 billion VND.

National and provincial historical, cultural, archaeological works, relics, and relics are given attention, preservation, conservation, step-by-step investment, restoration, embellishment, and promotion of the role of educating traditions for the younger generation. Education and training have made steady progress in terms of scale and quality, with 60/61 schools meeting national standards by June 2024, reaching 98.4%.

Attention has been paid to the protection and care of people’s health. The health care network has been strengthened in terms of infrastructure, equipment, medical staff, and doctors, providing good medical examination and treatment services for the people. Up to now, 100% of communes and towns have met national standards for health care by 2030. The rate of people participating in health insurance has reached 92.8% of the population in the district. Local defense work has been strengthened, political security, and social order and safety have been maintained. Party committees and authorities at all levels have thoroughly grasped and well implemented the task of socio-economic development in parallel with strengthening national defense and security and building a solid defense zone.

The political system has been constantly improved, consolidated, and strengthened in all aspects, and the party-building work has been comprehensively enhanced. The directives and resolutions of the Central Committee and the province have been seriously and effectively implemented, especially the Central Resolution 4 (terms XI, XII); Conclusion No. 21-KL/TW of the 4th Conference of the Party Central Committee, term XIII, in conjunction with promoting the study and following of Ho Chi Minh’s ideology, morality, and lifestyle, and implementing the Regulations on exemplary responsibility of cadres and party members. Thereby, creating positive changes in the awareness and actions of cadres, party members, and people. The number and quality of party members and grassroots party organizations have improved. After the re-establishment of the district, there were 5,310 party members. Up to now, the district party committee has had 7,436 party members, operating in 36 branches and grassroots party committees. The direction and management of the People’s Council and People’s Committee at all levels have been innovated in a proactive and drastic manner, improving the quality and efficiency of work. Promoting administrative procedure reform, improving the quality of cadres and civil servants from the district to the grassroots level, paying attention to investing in information technology infrastructure, building and developing digital government and e-government, and creating favorable conditions for people and businesses.

The role of the Fatherland Front and socio-political organizations has been promoted, and the great national solidarity bloc has been consolidated and strengthened. Patriotic emulation movements have been actively responded to by union members, association members, and people of all walks of life, achieving high efficiency.

Gia Thanh specialty red products have received investment attention, contributing to increasing people’s income and building new rural areas.

With the results and achievements over the past 25 years, the Party Committee, government, army, and people of Phu Ninh district have received many noble awards: The President awarded the Second and Third Class Labor Medals; the Prime Minister awarded Certificates of Merit and Emulation Flags; 1 individual was awarded the title of Labor Hero in the Renovation Period; 1 individual was awarded the title of Hero of the People’s Armed Forces along with many orders, medals, commemorative medals, rotating awards, certificates of merit, certificates of merit... Those noble awards are a great source of encouragement and motivation for the Party Committee, government, and people of Phu Ninh district on the journey of building and developing their homeland.

In the coming time, the Party Committee, government, and people of Phu Ninh district will continue to promote the heroic revolutionary tradition, solidarity, unanimity, and determination to well perform the tasks of economic, cultural, and social development, security, defense, and building a strong party and political system on the basis of promoting the potential and advantages of the district, taking advantage of opportunities, and mobilizing all resources to build the district to develop more and more sustainably.

With confidence and aspirations for development, all levels, sectors, and business communities; all cadres, party members, and people of all walks of life in the district continue to promote patriotic emulation movements and strive to successfully implement the Resolution of the 29th District Party Congress, the Resolution of the 19th Provincial Party Congress, and the Resolution of the 13th National Congress of the Party to build Phu Ninh’s homeland to become increasingly rich, beautiful, and civilized.
