On November 12, under the chairmanship of Comrade Bui Van Quang, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People’s Committee, the Provincial People’s Committee met, reviewed, and discussed many important contents.

According to the draft report on the assessment of the implementation of socio-economic development tasks in 2024, in the context of many difficulties in the world and domestic economy, the socio-economic, national defense, and security situation in 2024 in the province continued to develop stably; 15/15 socio-economic targets in 2024 mainly met and exceeded the plan; people’s lives were basically stable; political security, social order, and safety were ensured.
Mr. Duong Hoang Huong, member of the Provincial Party Committee and permanent vice chairman of the Provincial People’s Council, requested to clarify some contents in the draft reports.
Positive growth index in all 3 regions; the following quarter is higher than the previous quarter in the top group of the country and the Northern Midlands and Mountains; high growth in industry and exports is a bright spot in the general economic picture of the province in 2024: Economic growth rate (GRDP) is expected to increase higher than in 2023; the economic scale is 107.3 trillion VND; average gross product per capita reaches 69.5 million.
Vice Chairman of the Provincial People’s Committee Phan Trong Tan requested that the departments and branches unify the contents of socio-economic development indicators to have consistency in direction and administration.
The investment and business environment has clearly improved; many key public investment projects have been completed ahead of schedule, mobilizing development investment capital exceeding the target, estimated at VND 50,482 billion, up 12.3% over the same period; expected to attract and supplement capital for 32 FDI projects by the end of 2024, with registered capital of USD 270.5 million (an increase of 10 projects, USD 31 million over the same period).
Administrative reform is focused on indicators reflecting administrative reform; improving the quality of governance and serving the people are ranked among the top in the country. In particular, the Provincial Competitiveness Index (PCI) increased by 14 ranks—among the top 10 localities with the best governance quality in 2023; the administrative reform index (PAR INDEX) ranked 9/63 localities, up 9 places compared to 2022.

Director of the Department of Finance Vuong Thi Bay presented the draft report on the implementation of the state budget estimate in 2024 and the budget estimate in 2025.
The fields of culture and education are given attention, ensuring harmonious economic development and improving the material and spiritual life of the people; social security policies are implemented promptly and in accordance with regulations, and people’s lives are improved. Political security is stable, and social order is ensured; successfully completed the task of practicing the provincial and district defense areas in 2024.
According to the draft report on the implementation of the state budget estimate in 2024, the total state budget revenue in the area is estimated to reach over VND 8,492.6 billion in 2024, reaching 123.6% of the estimate assigned by the Provincial People’s Council, equal to 99.2% compared to the actual amount in 2023. Revenue from domestic production and business is estimated to reach nearly VND 7,892.6 billion, reaching 123.5% of the estimate assigned by the Provincial People’s Council. Of which, the local budget is estimated to reach over VND 7,293 billion, reaching 123.3%.
Director of the Provincial Statistics Office Nguyen Hien Minh explained and clarified the data and economic growth forecast.
Basically agreeing with the content of the above drafts, leaders of departments, branches, and localities have made many specific and practical contributions to clarify the achieved results and socio-economic development targets in 2024. In addition, the explanation further clarified the shortcomings, limitations, and causes to propose solutions, contributing to the good implementation of the goals set in 2025.
After listening to the draft reports and contributions, Chairman of the Provincial People’s Committee Bui Van Quang requested relevant departments and branches to synthesize, edit, supplement, and complete the draft reports submitted at the conference; evaluate and review the results of the implementation in the past 4 years to set out tasks for 2025 to complete, achieve, and exceed the goals of the Resolution of the 19th Provincial Party Congress and the 5-year plan. Regarding the content of the 2025 public investment plan, the Chairman of the Provincial People’s Committee assigned the Provincial Tax Department, the Department of Planning and Investment, and the Department of Finance to have a plan and scheme for reasonable allocation of public investment capital based on reviewing specific projects.

At the conference, the Chairman of the Provincial People’s Committee gave specific comments on the draft Regulations on the management of organizational structure, job positions, payroll, civil servants, public employees, and workers under the management authority of the Provincial People’s Committee; the draft Resolution of the Provincial People’s Council on extending the period of use of the Land Price List of Phu Tho Province for 5 years (2020-2024) approved in Resolution No. 22/2019/NQ-HDND dated December 14, 2019 and Resolution No. 24/2021/NQ-HDND dated December 9, 2021; the draft Resolution of the Provincial People’s Council regulating the prices of medical examination and treatment services at State-owned medical examination and treatment facilities under the management of Phu Tho Province.
