Phu Tho province is ramping up the implementation of social housing projects, aiming to complete 21,865 apartments during the 2025–2030 period, with a specific goal of handing over 1,390 apartments by the end of 2025.
In response to the government’s program “Investing in the construction of at least one million social housing units for low-income earners and industrial park workers during the 2021–2030 period,” the province has allocated 142.48 hectares of land for social housing development. From the beginning of 2025 through the end of May, 711 units—equivalent to over 56,000 square meters of floor space—have been completed. These projects are primarily concentrated in Viet Tri City, Phu Tho Town, and areas surrounding industrial parks. A number of other projects are also being launched or accelerated.
According to the provincial Department of Construction, three social housing projects were completed prior to December 31, 2021. These include the Thuy Van Industrial Park Workers’ Housing Project, the Song Thao Cement Factory Workers’ Housing Project, and the Thanh Mieu Low-Income Housing Project in Viet Tri City.

The Phu Ha Industrial Park Workers’ Housing Project in Phu Tho Town has delivered 588 completed units to date.
Since 2021, four social housing projects have been under construction. Among them, the low-rise housing project on Lot N02 in the Minh Phuong Residential and Commercial Area (Viet Tri City) has completed and put into use 123 units. The workers’ housing area in Phu Ha Industrial Park (Phu Tho Town) has delivered 588 units. The Thuy Van Industrial Park project is expected to complete an additional 320 units in 2025, while the Thanh Cong Social Housing Area in Tho Son Ward, Viet Tri City, is projected to complete 279 units this year.
Meanwhile, two other projects are in the process of completing investment procedures: the Hoc Cheo Housing Area for Workers and Experts in Tien Kien Commune (Lam Thao District) and the N03 High-Rise Social Housing Area.
To ensure people truly benefit from these projects, Phu Tho authorities have prioritized reviewing and verifying eligible beneficiaries while promoting transparent communication on registration procedures and criteria. Between January and May 2025, the Vietnam Bank for Social Policies (Phu Tho branch) disbursed VND 44.4 billion to 92 borrowers under the program. This brought the total outstanding loan balance to over VND 290 billion, with 848 active borrowers.
Amid ongoing challenges in social housing development, the province has proposed that the Ministry of Construction and relevant central agencies quickly finalize policies and mechanisms—especially those concerning preferential capital—to encourage private sector investment. The province is also expediting the planning and approval of new worker housing projects within industrial parks to provide a stronger legal foundation and favorable conditions for attracting investors.
