On April 3, the Standing Committee of the Provincial People’s Council’s supervision team, led by Mr. Bui Minh Chau - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People’s Council, and Head of the Provincial National Assembly Delegation, supervised the implementation of the National Target Programs (National Targets) for the period 2021-2023 at the Provincial People’s Committee.

The delegation was received by Mr. Bui Van Quang, the Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People’s Committee, as well as members of the Provincial Party Committee; Leaders of the Provincial National Assembly Delegation, People’s Council, People’s Committee, and Provincial Fatherland Front Committee; the Office of the National Assembly Delegation and Provincial People’s Council; and the leaders of various departments, branches, and branches of the province, as well as People’s Committees in relevant districts.

The Provincial People’s Committee report said unequivocally that, with the attention and leadership of the Provincial Party Committee, People’s Council, and People’s Committee, the efforts of the whole political system, and the participation of organizations, persons, and programs. The National Target Program, which was implemented throughout the province, had several significant results. The synthesis and allocation of capital sources are deployed early, guaranteeing that central ministries and branches' laws and instructions are followed; implement centralized capital allocation, reduce new projects, raise the number of finished projects, and finalize payment. So far, 4/5 of the goals and tasks outlined in the Prime Minister’s Decision have been fulfilled.
Specifically, from 2021 to 2023, the total resources mobilized to implement the Fatherland Front Programs throughout the province by December 31, 2023 will be more than VND5.8 trillion to implement target programs: The socioeconomic development program for ethnic minorities and mountainous areas; the sustainable poverty reduction program; and the new-style rural area building program.

So far, the province has 7 district-level units, with 100% of communes recognized to meet NTM standards; among them, 6 units were recognized as meeting standards and completing the task of building new-style rural areas; 136 communes are recognized as meeting NTM standards; and 14 communes meet advanced rural standards. With the present pace of implementation, it is predicted that by the end of 2025, the province will have met and exceeded the government’s aim.
Mr. Nguyen Trung Kien, Head of the Provincial Party Committee’s Internal Affairs Committee and the Provincial People’s Council’s Legal Committee, spoke at the supervisory session.
Implementing the Sustainable Poverty Reduction Program until the end of 2023, the poverty rate in the entire province is 4.44%; the percentage of near-poor families is 3.60%. Every year, the number of poor and near-poor families reduced, meeting and exceeding the goal. It is likely to meet or exceed the targeted objective between 2021 and 2025.
In terms of implementing the Socio-Economic Development Program for ethnic minorities and mountainous areas from 2021 to 2023, the province as a whole has 274 households supported to build houses; 1,476 households have received distributed water support; and 1,453 households have been supported to purchase machinery and agricultural tools to change jobs. Three residential zones have been developed, organized, and prepared to provide the necessary accommodations. Localities in ethnic minority and hilly areas are gradually building the necessary infrastructure to support production and living. It is projected that by 2025, the program’s aims will have met or exceeded the government’s targets.

During the monitoring session, members of the Delegation, leaders of the Provincial People’s Committee, and leaders of key departments and branches reviewed and explained the obtained outcomes, as well as pointing out a number of inadequacies and obstacles in the process implementation process, including: Some guiding papers of ministries and branches handling the National Target Programs were released in a timely way;
Some district-level programs are still not well organized or implemented, and some agencies' roles and duties remain limited. During the monitoring session, Chairman of the Provincial People’s Committee Bui Van Quang discussed, analyzed, and clarified the accomplished outcomes while openly acknowledging the faults and challenges in the implementation process that members of the Delegation encountered. He stated that the Provincial People’s Committee will direct localities to synchronously deploy solutions and organize the implementation of National Target Programs to ensure regulatory compliance, focus, focus, not spread out, and contribute to the socioeconomic development of ethnic minority areas in the province.

Speaking at the end of the oversight session, Provincial Party Secretary Bui Minh Chau praised the Provincial People’s Committee for ordering localities to fully implement the National Target Programs. This is a program that has a significant influence on ethnic minorities, transforming hilly and particularly tough areas.
Regarding upcoming tasks, Provincial Party Secretary Bui Minh Chau requested that the Provincial People’s Committee direct departments, branches, and localities to review all mechanisms and policies supporting the implementation of the National Target Programs to ensure the right goals, tasks, and investment efficiency. The Provincial People’s Committee must direct and evaluate the specific results of each target group and project task in each program, clearly defining the tasks of each governing agency, coordinating agency, and district and commune-level units to ensure synchronization and timely resolution of arising problems. During the execution of the National Target Program, not at all costs, but must maintain regulatory compliance; Projects that still have issues and lack instructions from ministries and branches will not be implemented; prevent loss and waste; Improper resource movement between programs can easily lead to blunders and personnel loss.
To properly administer the program, the Provincial People’s Committee appoints qualified authorities and specialized agencies to advise and execute it. In addition to guaranteeing timely implementation, it is critical to strengthen inspection and inspection activities, with the ultimate objective of improving people’s lives.
Provincial Party Secretary Bui Minh Chau also directed the province’s departments and branches to summarize the problems encountered while implementing the National Target Programs for the People’s Council and the Provincial National Assembly Delegation to consider and recommend to the National Assembly and the Government for guidance and adjustments to local realities.
