On April 13, 2024, Prime Minister Pham Minh Chinh launched a nationwide emulation movement: The entire country joins hands to “eliminate temporary and dilapidated houses” by 2025. The goal is to completely eliminate temporary and dilapidated houses for poor and near-poor households, as well as those affected by natural disasters and climate change, by the end of 2025, while also supporting families of meritorious individuals facing housing difficulties.

In line with the national goal, Phu Tho province has been making continuous efforts, implementing the Prime Minister’s directive with determination, striving to eliminate temporary and dilapidated houses within the province, and ensuring no one is left behind as the country moves toward national development.

Strengthening Solidarity

The ancients once said that “buying a buffalo, getting married, and building a house” were the three most important milestones in life, essential for stabilizing one’s livelihood and future. Today, although modern life has brought many changes, housing remains a fundamental need. However, many families still lack the resources to build solid homes and are forced to live in houses that are deteriorating, leaky, and unsafe.

Thanks to the spirit of solidarity and mutual support, alongside the proactive involvement of businesses, organizations, individuals, and philanthropists, as well as the efforts of the people, Phu Tho province has made significant strides in assisting families with housing difficulties. The work of supporting these families has highlighted the power of solidarity within the community.

Prime Minister Pham Minh Chinh, in directing the nationwide movement to eliminate temporary and dilapidated houses, emphasized that the success of this program will have profound meaning. It will reflect the party’s policies and demonstrate the strength of our regime, with the guiding principle that “everyone helps according to their means.” This effort should not sacrifice fairness, social progress, or environmental integrity in pursuit of mere growth. Instead, the goal is to improve people’s lives, making them more prosperous and happy.

Overcome with emotion upon receiving a new home, Mr. Nguyen Hoang Quang from Xuan Lung Commune, Lam Thao District, one of many families who received new homes before the Lunar New Year, shared, "I thought this was a dream I could never fulfill, but today it has come true. Words cannot express my joy and gratitude to the leaders, local authorities, organizations, and benefactors. Now, I no longer have to worry every time the rainy season arrives."

Comrade Nguyen Manh Toan, Chairman of the Lam Thao District Fatherland Front Committee, stated, "After reviewing, there are about 86 poor and near-poor households in the district with difficult housing conditions. In addition to providing solutions to create livelihoods for the poor, we have always prioritized eliminating temporary and dilapidated houses, giving people solid and spacious homes to confidently develop their economy, contributing to sustainable poverty reduction, and making Lam Thao an advanced rural district by 2025."

In the past five years (2019-2024), with the motto “The whole country joins hands for the poor—no one is left behind,” the provincial “For the Poor” Fund, alongside mobilizing social resources, has supported the construction and repair of 2,152 “Great Solidarity” houses, worth 57.1 billion VND. In 2024 alone, the provincial “For the Poor” Fund contributed to the construction of 118 “Great Solidarity” houses for poor households, amounting to over 7.8 billion VND. Additionally, district, town, and city Fatherland Front Committees mobilized resources to build 102 houses, amounting to 4.2 billion VND, while commune-level Fatherland Front Committees raised 1.9 billion VND for the construction of 28 houses.

Beyond financial contributions, districts, cities, and towns have mobilized the participation of organizations such as the Farmers' Association, Women’s Union, Youth Union, and local militias to support households in demolishing old houses and transporting materials. Additionally, various models like the “Civil Mobilization House,” “Warm House of Love,” and “House of Gratitude” have emerged, helping poor and near-poor families stabilize their lives and gain security in their work and production.

The movement to eliminate temporary and dilapidated houses is not just about constructing new homes but symbolizes solidarity and collective responsibility. With the spirit of “A Million Loving Hearts - A Thousand Happy Roofs,” this movement has created a ripple effect throughout the community, multiplying joy and pride in our national spirit and fellow countrymen!

Resolute Implementation

Alongside the nation, Phu Tho province has launched the emulation movement "Phu Tho Joins Hands with the Whole Country to Eliminate Temporary and Dilapidated Houses by 2025." The movement has been underway since September 2024 and is set to be evaluated at the end of 2025. During the national online meeting on January 12, 2025, the Chairman of the Provincial People’s Committee, Bui Van Quang, who also heads the Provincial Steering Committee for Eliminating Temporary and Dilapidated Houses, requested that agencies and localities urgently review housing needs, ensuring accurate identification of households requiring support. For those still facing land issues, districts and communes will continue to develop unified support plans. The goal is to complete the support for all eligible households by June 2025, with the entire province achieving its target by the end of 2025.

In Ha Hoa District, following the provincial directive, the district government and Party Committee have rolled out their own plans, focusing on mobilizing all resources to successfully eliminate 100% of temporary and dilapidated houses by 2025. They are committed to ensuring transparency and fighting wastefulness while also conducting effective propaganda to engage the public, businesses, and organizations in the movement.

The policy not only contributes to ensuring social security but also aligns with the goals of rural development and poverty reduction, gradually improving living conditions for families in need. In 2025, the Provincial Steering Committee for Eliminating Temporary and Dilapidated Houses has agreed to provide 60 million VND for newly built houses and 30 million VND for repaired houses, benefiting poor, near-poor households, and families with revolutionary contributions. The province also plans to support 5,941 households, including 3,351 households in need of new homes and 2,590 households requiring repairs.

Through these efforts, Phu Tho province aims to make great strides in achieving its 2025 goal—creating stable, lasting homes for its citizens, ensuring sustainable poverty reduction, and maintaining social security across the province.
