On March 18, Mr. Bui Van Quang, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People’s Committee, held a working session with the Department of Agriculture and Environment following its recent merger. The session aimed to review the department’s operational status and address any difficulties or challenges.
The Department of Agriculture and Environment was formed through the merger of the Department of Agriculture and Rural Development and the Department of Natural Resources and Environment. Additionally, it assumed responsibility for advising and assisting the Provincial People’s Committee in state management of poverty reduction, a function previously handled by the Department of Labor, Invalids, and Social Affairs. The department officially commenced operations on March 1, 2025.
Post-merger, the department consists of five specialized divisions, eight sub-departments, five affiliated public service units, and two additional units assigned by the Provincial People’s Committee. This restructuring resulted in a reduction of five divisions and two affiliated units compared to the previous structure, streamlining operations by 28%. The department’s Party Committee includes 456 members across 19 affiliated Party cells.
Since its establishment, the Department of Agriculture and Environment has swiftly and effectively restructured its organizational framework, ensuring smooth operations without disruptions. This has helped maintain stability in socio-economic development tasks within the sector and the province.
To enhance efficiency, the department has issued directives to its divisions and affiliated units, requiring them to review key tasks, develop a detailed 2025 action plan, and implement measures for agricultural production, crop and livestock care, and disease prevention. Additionally, it has focused on addressing challenges related to land, minerals, and environmental management for both organizations and individuals.
The department’s leadership, along with division heads and unit managers, has prioritized political and ideological stability among staff. Efforts have been made to integrate personnel into the new working environment and maintain organizational cohesion. Regarding personnel management, leadership appointments have been conducted systematically, adhering to regulations and considering factors such as capability, qualifications, experience, and professional strengths.
Officials and employees have been encouraged to uphold solidarity and adapt swiftly to their new roles, ensuring uninterrupted workflow during the transition. The department is committed to preventing any delays or disruptions in administrative tasks and service delivery.
Concluding the meeting, Chairman Bui Van Quang commended the department’s leadership for their determination and proactive measures in restructuring, emphasizing the need for streamlined and effective operations to meet new challenges.
He highlighted the increased responsibilities of the newly merged department, stressing the importance of unified and consistent leadership. He urged department leaders to proactively engage with staff, fostering a supportive and motivating work environment to build trust and confidence among employees.
Chairman Quang directed the department to finalize its internal regulations, clearly define the functions and responsibilities of each division and affiliated unit, and ensure precise task allocation. He also instructed the department to focus on key objectives for 2025, including: Issuing directives on agricultural production, crop and livestock care, and disease prevention. Addressing challenges in land, mineral, and environmental management. Collaborating with relevant departments and local authorities to achieve a targeted agricultural, forestry, and fishery sector growth rate of over 3.3%. Strengthening inspection and supervision efforts to detect and prevent land violations and speculation. Enhancing decentralization and delegation of authority to lower levels for improved operational efficiency. Proactively utilizing and managing land database information.
Furthermore, Chairman Quang instructed the department to expedite the resolution of benefits for 39 civil servants and employees who wish to retire or resign under Government Decree No. 178. This will facilitate workforce restructuring and organizational stabilization within the sector.
