Conference to issue resolution on leadership in implementing military and defense tasks and party building in 2025

On December 4, the Provincial Military Party Committee and the Provincial People’s Committee held a conference to issue a resolution on leadership in military and defense tasks and party building in 2025, summarizing local defense work in 2024 and deploying tasks in 2025.

Mr. Bui Minh Chau, member of the Party Central Committee, secretary of the Provincial Party Committee, chairman of the Provincial People’s Council, head of the Provincial National Assembly Delegation, and secretary of the Provincial Military Party Committee, and Mr. Bui Van Quang, deputy secretary of the Provincial Party Committee, chairman of the Provincial People’s Committee, co-chaired the conference. Major General Nguyen Dang Khai, Deputy Commander and Chief of Staff of Military Region 2, attended and directed the conference. Attending the conference were heads of the military region agencies; members of the Provincial Party Committee Standing Committee; leaders of the Provincial People’s Council, Provincial Fatherland Front Committee; leaders of departments, branches, and sectors; the secretary, chairman of the People’s Committee; and leaders of the military commands of districts, towns, and cities.

In 2024, the Provincial Military Party Committee was determined and resolute in leading and directing the implementation of tasks, successfully and excellently completing the targets set out in the resolution. Notably, it proactively responded to and overcame the consequences of storm No. 3 and the collapse of Phong Chau bridge and organized the excellent provincial defense zone exercise (KVPT). The Provincial Military Party Committee is always strong in politics, ideology, ethics, organization, and cadres. The overall quality and combat strength of the provincial armed forces are increasingly improved, always completing all assigned tasks well.

In performing national defense and local work, in 2024, the Provincial People’s Committee focused on directing and seriously implementing the directives and resolutions of the superiors on local defense work. Regularly and closely follow the tasks, lead and direct comprehensively with the motto “Proactive, active, promote internal strength,” and focus on directing to overcome weaknesses and weak points and complete all tasks in all aspects of work. Notably, directing to ensure safety on the occasion of Hung King’s Commemoration Day and the Cultural-Tourism Week of the Ancestral Land in 2024, the 15th National Assembly Sessions, the 9th and 10th Central Conferences of the 13th tenure; ensuring security and safety for the working delegation of the Prime Minister and the President visiting and working with the province; directing agencies and units to adjust, supplement, and complete the system of high-quality and highly feasible combat documents; training work achieved good results. With the achieved results, the Provincial Military Command was honored to receive the Excellent Emulation Flag from Military Region 2.

At the conference, under the direction of Chairman of the Provincial People’s Committee Bui Van Quang, the delegates emphasized, analyzed, and proposed a number of policies and solutions for leadership, direction, implementation, and determination to strive to excellently complete the military and defense tasks in 2025.

Speaking at the conference, Major General Nguyen Dang Khai, Deputy Commander, Chief of Staff of Military Region 2, suggested: The Provincial Military Party Committee and the Provincial People’s Committee need to continue to pay attention to leading and directing the improvement of the quality of building the KVPT and building a comprehensively strong provincial armed force. Especially advising local leaders to pay attention to investing in building military, defense, and security potential; building the KVPT; and local armed forces to meet the requirements of tasks in the new situation. Focus on leading and directing well the preparation and organization of the 19th Provincial Military Party Congress, term 2025-2030.

The Military Region 2 Command presented the Victory Emulation Flag; the title of “Winning Unit,” “Basic Emulation Fighter,” to collectives and individuals who excellently completed their tasks in the Victory Emulation Movement.

Concluding the conference, Mr. Bui Minh Chau, member of the Party Central Committee, secretary of the Provincial Party Committee, chairman of the Provincial People’s Council, head of the Provincial National Assembly Delegation, and secretary of the Provincial Military Party Committee, emphasized: 2025 is the last year of the term, the last year of implementing the 5-year socio-economic development plan 2021-2025; it is the year of Party Congresses at all levels for the term 2025-2030, towards the 14th National Congress of the Party. Besides the advantages, there are still many potential complications; hostile and reactionary forces are intensifying activities against the Party, the State, and the Army with increasingly sophisticated tricks, especially on the occasion of the Party Congresses at all levels, the 14th National Congress of the Party. Therefore, he requested that party committees and authorities at all levels focus on leading and directing the synchronous and comprehensive implementation, successfully completing the remaining targets set out in the Resolutions of Party Congresses at all levels, targets on military and defense tasks.

Proactively grasp, forecast the situation, and advise on timely handling of situations, not letting “hot spots” arise, especially during the Party Congresses at all levels for the 2025-2030 term. Prepare well the forces and means; be ready to respond in preventing and combating natural disasters and epidemics; continue to innovate; and improve the quality of training, education, and dissemination of national defense and security knowledge for the subjects. Raise awareness and responsibility for cadres, party members, all levels, sectors, and the whole society for the task of protecting the Fatherland. Build a strong and widespread militia and self-defense force, capable of handling situations from the grassroots level; ensure material facilities for the Commune-level Military Command.

Party committees and authorities at all levels closely follow the arrangement and streamlining of the apparatus in the political system from the central to provincial and district levels to have timely and appropriate tasks and solutions to build clean, strong, and exemplary Party committees and organizations. Strictly comply with the Party’s discipline, regime, principles, regulations, and rules; direct the successful organization of Party Congresses at all levels and the 19th Provincial Military Party Congress for the 2025-2030 term; implement the Law on Military Officers amended and supplemented in 2024; review and perfect the command and management staff at all levels in conjunction with perfecting the personnel of the Party Congress and electing People’s Council delegates at all levels for the 2026-2031 term.

After this conference, the Party committees, authorities at all levels, Party building committees, Vietnam Fatherland Front Committees, departments, branches, sectors, and socio-political organizations are required to closely coordinate, urgently disseminate, thoroughly grasp, develop plans, and effectively implement the Resolution of the Provincial Military Party Committee in 2025. First of all, coordinate well with the armed forces to absolutely ensure the safety of political events of the country and the locality, especially during the 80th Anniversary of the Founding of the Vietnam People’s Army, the 35th Anniversary of the National Defense Day, the New Year and the Lunar New Year 2025, the recruitment work, and the training in 2025 to ensure absolute safety.
