Local Party Newspapers Promote Improvement of Investment and Business Environment, Promoting Economic Growth

On the morning of October 18, at the Bac Giang Provincial Convention Center, Bac Giang Newspaper hosted the 29th Conference of Party Newspapers of Northern Provinces and Cities in 2024 with the theme "Party Newspapers Promote Improvement of Investment and Business Environment, Promoting Economic Growth.".

Attending the conference were comrades: Nguyen Duc Loi, Permanent Vice President of the Vietnam Journalists Association; Lam Thi Huong Thanh, Member of the Provincial Party Standing Committee, Permanent Vice President of the Bac Giang Provincial People’s Council; representatives of the leaders of the Vietnam Fatherland Front Committee, departments, branches, and unions of the province; districts, cities, and towns; agencies and enterprises in Bac Giang province; and nearly 400 delegates who are leaders and reporters of 26 Party newspaper agencies in the Northern region; leaders and former leaders of a number of press agencies in the Central, Central, and Southern provinces.

Local Party newspapers promote improvement of investment and business environment and promote economic growth. Comrade Lam Thi Huong Thanh, Permanent Vice President of the Bac Giang Provincial People’s Council, gave a welcome speech at the workshop.

Speaking at the workshop, Comrade Lam Thi Huong Thanh, Permanent Vice President of the Bac Giang Provincial People’s Council, and Comrade Nguyen Duc Loi, Permanent Vice President of the Vietnam Journalists Association, welcomed and acknowledged the contributions of press agencies to the development of the country and locality, affirmed that the contents of the workshop were truly practical and timely, and demonstrated the responsibility of Party newspapers for the economic development policies and strategies of the country, region, and province.

To promote and further improve the quality and efficiency of attracting and using foreign investment capital, on August 20, 2019, the Politburo issued Resolution 50 on orientations for perfecting institutions and policies, improving the quality and efficiency of foreign investment cooperation by 2030; the Government issued Resolution 58 on April 27, 2020, on the Government’s Action Program to implement Resolution 50; and the Prime Minister issued Decisions approving the Foreign Investment Cooperation Strategy for the 2021-2030 period and approving the action plan to implement the Strategy.

Next, to realize and increase investment attraction, on January 5, 2024, the government issued Resolution 02 on key tasks and solutions to improve the business environment and enhance national competitiveness in 2024. Closely following the spirit of the resolutions of the Party and the State, local Party press agencies in the Northern region have had many creative and effective ways to promote investment attraction, actively contributing to improving the investment environment, attracting businesses...

Through the workshop, the comrades hoped that the newspapers would continue to share valuable experiences and good practices and propose solutions to continue to innovate, improve the quality and effectiveness of propaganda to improve the investment and business environment, and promote socio-economic growth in the coming time.

The opening speech of comrade Trinh Van Anh, Provincial Party Committee member and Editor-in-Chief of Bac Giang Newspaper, and the papers' presentations at the workshop showed that 25 northern provinces and cities account for more than 40% of the country’s population and are areas with extremely important geographical locations, including 2 centrally run cities, Hanoi and Hai Phong; 2 socio-economic regions, the Northern Midlands and Mountains; and the Red River Delta.

Improving the investment and business environment is one of the key tasks of the entire political system; it is an important solution to mobilize resources, promote investment attraction, develop production and business, and promote socio-economic growth of the country and localities.

In the implementation process, in addition to the participation of the entire political system, propaganda work plays a very important role. Press agencies in general and local Party newspapers in particular have clearly demonstrated their pioneering role in bringing the Party’s policies, the state’s policies, and local policies on improving the investment and business environment into life.

During the implementation process, attention has been paid to promoting positive factors such as timely encouragement of lessons, new factors, civilized behavior of functional agencies and officials when performing tasks related to people, businesses, and investors; new solutions in the fields of land, environment, customs, tax, administrative reform; removing difficulties and obstacles in project implementation; policies, solutions of the province and progress of key traffic works and projects, infrastructure of industrial zones and clusters, human resource training; ensuring security and order, creating a stable environment for businesses to confidently invest in production and business development...

In addition, local Party newspapers analyzed and explained the shortcomings, limitations, and bottlenecks that hinder common development. Notably, issues raised in regional connectivity, investment in infrastructure development, especially traffic infrastructure to increase connectivity; administrative reform; difficulties in implementing new regulations in various fields, especially land and site clearance compensation; improving the provincial competitiveness index in some localities; improving the quality of human resources to meet the needs of businesses...

Many presentations also analyzed and evaluated the role and position of local Party newspapers, the advantages and limitations in propagating improvements in the investment and business environment, especially the application of modern journalism technology in the context of the 4.0 revolution, and the strong digital transformation of journalism.

New points, creative and effective ways in organizing content, structure of special pages, columns, campaigns, and routes to propagate tasks directly related to improving the investment and business environment.

From there, draw lessons in directing and implementing tasks; at the same time, propose new solutions and methods to continue improving the quality and effectiveness of propaganda to improve the investment and business environment, promote economic growth, and contribute to the overall development achievements of the locality.

With the theme “Improving the effectiveness of propaganda to develop Party organizations and unions in non-state enterprises,” the presentation of Phu Tho Newspaper by Comrade Dang Tien Dung, Deputy Editor-in-Chief, introduced the scale of industrial development, investment attraction policies of Phu Tho province, and the role of Party organizations and unions in non-state enterprises, especially propaganda work, promptly reflecting good practices, valuable experiences, and advanced examples in the work of creating sources for developing Party organizations, trade unions, and trade union members in non-state enterprises.
