On June 28, under the chairmanship of Mr. Bui Minh Chau, Member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People’s Council, Head of the Provincial National Assembly Delegation, the 19th Provincial Party Committee held its 16th conference.

At the conference, opinions were gathered to introduce the occasion of consolidating the Provincial Party Executive Committee for the 2020–2025 term. Thoroughly grasp and implement Central documents; discuss a number of important contents on the implementation of political tasks of the Provincial Party Committee in the first 6 months of the year; directions and tasks for the last 6 months of 2024; the implementation of socio-economic development tasks in the first 6 months of the year; directions and tasks for the last 6 months of 2024; Preliminary summary of the implementation of Resolution No. 50-NQ/TU, dated August 4, 2021, of the Provincial Party Standing Committee “on continuing to strengthen the building of Party organizations and unions in businesses outside the region State in the province until 2025”; results of the leadership and direction of the Provincial Party Standing Committee between the two Provincial Party Executive Committee Conferences.

In the first six months of 2024, despite many difficulties, the Provincial Party Committee and the Provincial Party Standing Committee have focused on leading and directing the work of Party building, building the political system, carrying out tasks related to socio-economic development, ensuring national defense and security, achieving many important results. The economic growth rate (GRDP) reached 8.16%, ranking 4th out of 14 provinces in the Northern Midlands and Mountains region and 13th out of 63 provinces and cities nationwide. Total development investment capital in the area reached 21,465 billion VND, an increase of 14.5% over the same period; total State budget revenue in the area reached 4,017.5 billion VND, reaching 58.5% of the estimate. The whole province has two more districts recognized as new rural districts, completed two years ahead of the set goal. There are 2 communes meeting advanced new rural standards and 2 communes meeting model new rural standards. There are 237 OCOP products rated 3 stars or higher, including 54 products rated 4 stars and 1 product rated 5 stars.

Industrial production increased by 14.58%, the index of industrial production (IIP) increased by 33.8%; this is the highest increase since the beginning of the term. Import and export achieved high growth rates; export turnover was estimated at 12.9 billion USD, an increase of 45.9%. The investment environment continues to improve clearly; the Provincial Competitiveness Index (PCI) ranked 10th out of 63 provinces for the first time, up 14 places and is in the group of 10 localities with the best management quality of the year 2023; PAR INDEX ranked 9th out of 63 provinces, up 9 places; SIPAS and PAPI indexes ensure rankings are maintained. Investment attraction continues to maintain positive results; the progress of some public investment projects is good and the disbursement of public investment capital is high compared to the whole country.
The Standing Deputy Secretary of the Provincial Party Committee Phung Khanh Tai presented a report on the implementation of political tasks in the first six months of the year.
Cultural and social activities are enhanced, social security policies are fully implemented and in accordance with regulations, administrative reform and digital transformation are promoted, National defense and security are maintained, social order and safety are guaranteed. The work of building the Party, the political system, and the activities of the Fatherland Front continue to be innovated and oriented towards the grassroots.
At the conference, comrade Bui Dinh Thi, Member of the Provincial Party Standing Committee, Head of the Provincial Party Committee’s Organizing Committee, reported the results of implementing Resolution No. 50-NQ/TU, dated August 4, 2021, of the Provincial Party Standing Committee, “On continuing to strengthen the building of Party organizations and unions in non-state-owned enterprises in Phu Tho province until 2025”. The report clearly states: As of May 30, 2024, the whole province had 246 Party organizations in enterprises outside the state sector, with 4,104 party members, an increase of 45 Party organizations and 448 party members compared to the time before Resolution No. 50 of the Provincial Party Standing Committee was issued. There are 575 unions in non-state sector enterprises, with 101,612 members, an increase of 69 unions and 20,289 members compared to the time before the Resolution was issued. In 3 years of implementing the Resolution, 5/7 targets have been achieved and exceeded. However, the establishment of Party organizations among the total number of businesses operating stably in the area only reached 0.63%; mass organizations reached 1.79%; and the establishment of Party organizations in enterprises with foreign investment (FDI) only reached 1.33%; mass organizations reached 16.37%. The number of business owners admitted to the Party is still small; some Party organizations and unions have not been able to admit Party members for many years.
Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People’s Committee Bui Van Quang moderated the discussion at the conference.
Under the direction of comrade Bui Van Quang, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People’s Committee, delegates discussed and focused on analyzing and clearly pointing out the shortcomings, limitations, difficulties, obstacles and problems. Tasks that need to be focused on and resolved in the last six months of 2024.
Speaking at the conference’s conclusion, Provincial Party Secretary Bui Minh Chau requested that in the last six months of the year, Party committees at all levels need to focus on leading and directing the preparation of summaries and assessments of socio-economic development plans and medium-term public investment plans for the period 2021–2025; deploy the preparation of socio-economic development plans and public investment plans for the period 2025–2030 to ensure compliance with the government’s criteria in the direction of selecting projects with regional and mid-level link districts together and open up new socio-economic development directions in the future. Continue to focus on removing difficulties and obstacles, creating the most favorable conditions for production and business activities, especially the activities of traditional businesses.
Head of the Provincial Party Committee's Organizing Committee Bui Dinh Thi presented the preliminary report on implementing Resolution No. 50-NQ/TU of the Provincial Party Standing Committee.
He requested sectors, localities and investors to promote the implementation of investment projects as planned; accelerate the disbursement of public investment capital to ensure progress, quality and investment efficiency; Implement three national target programs synchronously and effectively. Continue to synchronously implement solutions to strongly improve the business investment environment and promote investment attraction; focus on drastically directing and removing difficulties in compensation and site clearance and speed up the progress of key projects. He noted that when the 2024 Land Law takes effect, sectors, districts, cities and towns need to review projects in the area to find methods and ways to organize and implement compensation work, land clearance. He also requested the authorities to adjust a number of projects and plans to suit the actual situation.
Overview of the conference
In agricultural economic development, he requested that it be necessary to promote linkages in organizing the production and consumption of agricultural products along the value chain. In the field of natural resources and the environment, it is necessary to strengthen the management of mineral resources and land and effectively use public assets, headquarters of agencies, units and surplus land funds after arrangement. He emphasized that the authorities need to strengthen State management in the field of environment, which requires the Provincial Police to strengthen inspection work on the import, treatment and disposal of hazardous waste, industrial wastewater management, protecting people’s domestic water sources; especially in the appraisal of projects, environmental protection must be ensured.
Regarding the arrangement of district and commune-level administrative units in the province in the period 2023–2025, with an orientation to 2030, he requested that it be carried out on the basis of the regulations and instructions of the Central Government, which ensure the promotion of democracy, openness, transparency in accordance with local realities and must be supported by the people. Regarding the political security situation, he requested that it be necessary to strengthen the work of understanding the situation, deploying preventive measures, fighting and promptly stopping all sabotage activities and maintaining social order.
Regarding the work of building the Party and political system, the Secretary of the Provincial Party Committee requested that Party Committees at all levels focus on deeply understanding and seriously implementing Directive No. 35 of the Politburo and new guiding documents of the Central and Provincial Party Committee on the preparation and organization of Party congresses at all levels to ensure compliance with the Central guidance and in accordance with the actual situation of the locality. Implement adjustments and supplements to the planning of the Executive Committee, Standing Committee and key leadership positions at all levels for the 2020–2025 term and staff organization according to management decentralization, proactively grasp the situation and inspect officials, party members, and Party organizations when there are signs of violations or signs of disunity to promptly handle them to maintain the people’s trust.
