On March 5, the supervision team of the Provincial National Assembly Delegation, led by Mr. Bui Minh Chau - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People’s Council, and Head of the Provincial National Assembly Delegation, held a specialized supervision session of the implementation of legal policies aimed at innovating the organization and management system, as well as enhancing the quality and operational efficiency of public service units, between 2018 and 2023.

Overview of the conference.
Under the direction of the Provincial Party Committee, People’s Council, the Provincial People’s Committee reviewed and reorganized the province’s organizational structure on a regular basis in the period of 2018 and 2023. The political system guarantees that operations are streamlined, effective, and efficient, and that they are in line with the actual needs of agencies, units, and local governments. The province now has over 1,000 public service units, down 107 from 2017. 17 inefficient public service units have been abolished. Payroll management and HR quality improvement are done on a regular and methodical basis. The staff streamlining policy is executed in compliance with the legislation, assuring the right principles, subjects, sequence, and deadlines. From 2018 until the present, over 760 officials have been streamlined; the number of deputies in public service units is essentially guaranteed by rules. The province has also implemented solutions to promote the provision of public services through the market mechanism, as well as the socialization of public services; improving management capacity, perfecting financial mechanisms, implementing autonomy mechanisms, and improving the effectiveness and efficiency of State management for public service units...

However, despite the obtained accomplishments, the implementation still faces significant problems and barriers, such as: the scarcity of instructors continues in most locations; Civil servant recruitment continues to be tough. High bank interest rates have put tremendous pressure on the implementation of socialization policies in medical facilities. The province suggests and proposes that the National Assembly and the National Assembly Standing Committee investigate adjustments and additions to a number of laws and guiding documents to ensure that they are suitable for successful implementation. At the same time, we recommend that ministries and central branches issue instructions on how to execute the roles, duties, powers, and organizational structure of public service units under the department using branches and areas of management as a foundation for building job possition; promptly submit to the Prime Minister for approval the planning of the network of public service units by industry and field; publish, alter, or supplement the list of public service services using the State budget...

It is proposed that the Ministry of Home Affairs submit to the Central Organizing Committee to consider and stabilize the number of individuals working and receiving pay from the State budget in local public service units between 2022 and 2026. Every year, the Department of Education and Training is allocated extra payrolls that are inadequate compared to the established norms; Coordinate with relevant ministries and branches to submit to the Government for consideration of amending, supplementing, and adjusting regulations on the number of deputy heads of public service units in the fields of Education, Training, and Health to meet the needs of school sizes, classes, number of individual school locations, multi-functional, large-scale medical service units...
Leaders of the provincial Department of Education and Training reported on a variety of topics, including the execution of policies and legislation aimed at reinventing the organization and management system, enhancing quality, and operating efficiency in the education sector.
Speaking at the meeting, Chairman of the Provincial People’s Committee Bui Van Quang affirmed that arranging, streamlining, and innovating the organization of public service units and streamlining staffing is a major and correct policy of the Party and Government; it has been actively implemented by the province and has yielded numerous positive results. However, in actual implementation settings, there are still challenges, problems, and issues that are inappropriate for the unique situation of some units.
Chairman of the Provincial People’s Committee hopes that the Provincial National Assembly Delegation will receive the province’s recommendations and proposals and forward them to the National Assembly and relevant Ministries, departments, and branches for consideration, adjustments, and problem resolution. Remove problems and obstructions, and encourage local communities to take the initiative for effective implementation. Chairman Bui Van Quang directed relevant departments and branches to continue researching and proposing support mechanisms under local authority that are consistent with the current situation, in order to continue creating conditions and improving the quality and operational efficiency of public service units in the province.

Concluding the supervision session, Secretary of the Provincial Party Committee Bui Minh Chau highly appreciated the recent achievements in implementing legal policies aimed at innovating the organization and management system, improving quality, and performance of public service units in the province. He asked that in the future, the province should continue to completely understand and implement properly. Resolution No. 19-NQ/TW dated October 25, 2017 of the 12th Party Central Committee on continuing to innovate the system of organization, management, improvement of quality and operational efficiency of public service units; Conclusion No. 62-KL/TW dated October 2, 2023 of the Politburo on implementing Resolution No. 19-NQ/TW, dated October 25, 2017 of the Party Central Committee, laws and guiding documents relevant leads; Effectively implement the arrangement and restructuring of public service units linked with the organization, management, and effective use of public assets; Propose strategies for receiving and organizing public service units from ministries and branches; promptly implement support mechanisms and policies that are appropriate for public service units in order to increase quality and operational efficiency.
The Head of the Provincial National Assembly Delegation directed the Provincial National Assembly Delegation Office to work with the Provincial People’s Committee, relevant departments, and branches to continue reviewing, researching, and evaluating all content that has problems, inadequacies, or is incomplete. The implementation of Resolution 19 and related policies, laws, and guiding documents is not yet specific; however, proposed amendments and supplements as a basis for the Supervision Team to propose to the National Assembly will be considered and resolved in the near future.
