The arrangement and streamlining of the political system apparatus must follow the Central’s instructions.

On December 19, the Steering Committee on summarizing the implementation of Resolution No. 18-NQ/TW, dated October 25, 2017, of the Party Central Committee (12th tenure) held a conference to review and comment on the draft summary report of the Provincial Party Standing Committee on summarizing the implementation of Resolution No. 18-NQ/TW, the plan on implementing the policy of arranging and streamlining the apparatus of the political system, and the report proposing to end the activities of a number of Party Committee Steering Committees according to the Central’s policy.

Speaking at the conference, Secretary of the Provincial Party Committee Bui Minh Chau emphasized: Continuing to reorganize the apparatus of the political system to be streamlined and efficient is an important political task requiring high political determination and must be implemented in accordance with the Central’s direction. The Provincial Party Committee’s Organization Board develops a plan to reorganize the apparatus from the province to the district in accordance with the Central’s instructions, which must be implemented at the same time. In the arrangement of cadres, it is necessary to prioritize cadres who are to be arranged in the next period and, at the same time, study policies for cadres who are not arranged by the arranging agency. Review the team of key cadres from the province to the district to rearrange them appropriately.

He also agreed with the proposal to end the activities of a number of Party Committee Steering Committees; requested the Steering Committee to study and propose to the Central Committee, the Politburo, and the Secretariat for the policy of perfecting and adding 1 more Deputy Secretary of the Provincial Party Committee right in the 2020-2025 term from local human resources and to have a policy of increasing 1 more Deputy Secretary of the district-level Party Committee in charge of Party work, or 1 Vice Chairman of the district-level People’s Committee in important and key areas to arrange and organize human resources under the management of the Provincial Party Committee Standing Committee at agencies and units implementing mergers and consolidations of organizational apparatus, while creating favorable conditions for training young leaders in the locality.
