Viet Tri builds infrastructure to attract investment

Determining that building transport infrastructure and attracting investment are the foundation and driving force for socio-economic development, Viet Tri city has focused on mobilizing all resources for investment, promoting administrative reform, and creating favorable conditions for economic sectors to invest and develop production and business.

Implementing the motto “planning always comes first,” the city has focused on prioritizing resources to gradually complete important infrastructure, especially the transport infrastructure system, creating a foundation for socio-economic development and promoting urbanization.

Based on the project to adjust the master plan of Viet Tri city to 2040 approved by the Prime Minister, in 2024, the city will continue to complete the 1/2000 scale zoning plan of the communes: Thuy Van, Thanh Dinh, and Chu Hoa and submit it to the Department of Construction for appraisal. Complete and submit to the Provincial People’s Committee for approval the 1/2000 scale zoning plan adjustment of the central area of Gia Cam, Tien Cat, and Minh Nong wards. Approve 3 projects to locally adjust the 1/500 scale detailed planning of residential land, 3 master plan projects, and 2 tasks to develop new planning.

Contribute opinions on the 1/2000 scale zoning plan of Hung Vuong University and a number of planning projects such as the Dong Nam new urban area, Nam Minh Phuong new urban area, Minh Phuong-Thuy Van new urban area, Trung Vuong new urban area, and inland waterway port in Song Lo commune.

The city focuses on investing in basic construction of infrastructure items, managing construction investment activities, and improving the efficiency of investment projects from the state budget. In 2024, the city started construction of 40 new projects with a total investment of nearly VND1.1 trillion; accelerated the implementation of 67 transitional projects with a total investment of nearly VND2.1 trillion; the cumulative completed volume is more than VND1.2 trillion.

Some projects with high completed volume include: the road connecting Hung Vuong Street through Nguyen Tat Thanh Street, Phu Dong Street to Au Co Street; Mai An Tiem Street, the road from Thuy Van Industrial Park to Thanh Dinh Commune People’s Committee,... Completing a number of projects put into use contributes to further improving the quality of the city’s traffic infrastructure, such as Tran Nguyen Han Street, the Hai Ba Trung Street extension, Quang Trung Street, Han Thuyen Street, Van Cao Street, and some branch roads in Tan Dan Ward;...

At the same time, continue to implement the resolutions of the City People’s Council on the investment policy of 2 group B projects, in which the project of the road from Thuy Van Industrial Park to the road connecting Nguyen Tat Thanh-Ton Duc Thang Street, Viet Tri City has approved the project and is conducting the steps of surveying, designing construction drawings, estimating, and implementing land acquisition. Speed up the implementation of the investment plan to build rural roads with cement concrete and residential roads with asphalt concrete, paving sidewalks in the form of socialization. To date, 8.24 km/12.94 km of rural roads made of cement concrete have been completed, reaching 64% of the plan; 3.8 km of residential roads made of asphalt concrete with a total cost of VND5.6 billion, of which the State budget supports VND3.1 billion, reaching 31% of the plan.

The major traffic projects implemented and completed not only contribute to the construction of a modern and synchronous urban scale but also connect and link localities in the province as well as connect with other provinces and cities, gradually forming the urban infrastructure framework of Viet Tri and promoting trade and economic development.

The signing of an agreement to establish a friendly cooperative relationship between the leaders of Viet Tri City and Linyi City, Shandong Province, China, has opened up many opportunities for cooperation and development in many fields.

Creating momentum to attract investment

With synchronous investment in infrastructure development projects, especially infrastructure of key traffic projects, these are important breakthroughs that have greatly attracted investors. Thanks to that, socio-economic indicators have gradually made their mark. In the first 9 months of 2024, the city’s industrial and handicraft production continued to maintain stability, creating jobs for more than 2,300 local workers.

A number of traditional industrial products and processing and manufacturing industries have completed their plans and grown compared to the same period, such as: display components (LCD screens) reached 117.9% of the plan, equal to 108.7% over the same period; vehicle spare parts of all kinds reached 91.4% of the plan, equal to 114.5% over the same period; metal coating services reached 86.8% of the plan, equal to 117.9% over the same period; cameras and optical products reached 83.2% of the plan, equal to 174.8% compared to the same period; paperboard of all kinds reached 81.8% of the plan, equal to 111.6% compared to the same period;...

Implementing the policy of Phu Tho province and Viet Tri City Party Committee, the City People’s Committee issued and deployed Plan No. 3530/KH-UBND on improving the investment and business environment in the city during the period.

The city also publicly and transparently provides information on administrative procedures, planning, and plans to help people and businesses easily access them. In particular, the city has resolutely directed compensation for site clearance, focusing resources to implement key projects and creating conditions to accelerate the progress of projects. In addition, it is necessary to effectively implement preferential policies on taxes, fees, and charges for enterprises, business households, cooperatives, etc.

Along with that, regularly monitor and grasp the situation of production and business activities; promptly remove difficulties and obstacles; diversify and improve the quality of business support services, especially services providing information on markets, partners, labor, and employment support services, etc.

In addition, foreign affairs and strengthening development cooperation are also of interest and focus. In April 2024, during the visit and work of the delegation of the government of Linyi City, Shandong Province, China, led by Mr. Tuyen Tan Duong, Standing Committee Member and Deputy Mayor of Linyi City, there was a signing ceremony of an agreement to establish friendly cooperation relations with the People’s Committee of Viet Tri City.

At the meeting, Ms. Nguyen Thu Hien, Vice Chairman of the City People’s Committee, said: Viet Tri is a class I urban area under Phu Tho province and is one of 12 regional urban areas of Vietnam. Thanks to convenient traffic infrastructure, in recent years, Viet Tri has grown strongly in all fields. The signing between the two sides has marked an important milestone in the cooperative relationship and also opened up many new cooperation opportunities in the future in many different fields such as culture, arts, education, economic development, and trade...

Through the exchange, the two sides discussed and shared investment cooperation opportunities, strengths, policies, and commitments of the city’s leaders to create favorable conditions for partners and investors; at the same time, they recommended solutions, policies, and preparations to welcome the new wave of investment attraction.

Mr. Nguyen Manh Son, member of the Provincial Party Committee and secretary of the Viet Tri City Party Committee, affirmed: The last months of the year are the “sprint” time to complete the targets and tasks according to the 2024 plan, and at the same time, it is the basis for completing all the goals set out in the Resolution of the 21st City Party Congress and the socio-economic development plan for the period 2021-2026. Therefore, the city will focus on overcoming the shortcomings, at the same time continue to review and direct the implementation of key and focal tasks, effectively implement programs and plans to complete the targets and tasks set for 2024 and the entire 2020-2025 term; promote the implementation of breakthroughs in strongly improving the investment and business environment, reforming administrative procedures, public investment, developing services, and tourism and building modern civilized urban areas; and strive to achieve and exceed the targets set by the end of 2024.
