1.For the third consecutive year, all 15 major socio-economic targets have been achieved, surpassing the planned goals. GRDP growth reached 9.53%, exceeding the 7.5% target and marking the highest increase since 2011. Phu Tho ranked among the top 10 fastest-growing localities nationwide and placed 3rd among the 14 provinces in the Northern Midlands and Mountainous Region.
The province’s economy reached over 109.2 trillion VND, growing by more than 11 trillion VND compared to 2023, placing 35th nationwide and 3rd in the Northern Midlands and Mountainous Region. Total state budget revenue reached 8,492.6 billion VND, surpassing estimates by 23.6%. Per capita GRDP stood at 70.7 million VND, exceeding projections by 5.52%, while the poverty rate declined by 0.6%.
2. The province’s investment and business environment continued to improve with a strategic focus, yielding positive outcomes. Provincial, district-level, and urban planning projects were successfully completed. Mobilized investment capital reached 50.5 trillion VND, up 12.3% year-over-year. The province attracted 32 new FDI projects with a total investment of 270.5 million USD, an increase of 12.9%. Additionally, 1,100 new enterprises were established, bringing the total to 12,700, surpassing the 19th Provincial Party Congress’s target of 11,000 enterprises.
Van Lang Empire T&T Golf Club has a scale of about 168 hectares and is built in Tam Nong district.
Public investment projects were accelerated, and the disbursement rate was among the top in the country: 16/20 medium-term public investment projects were completed and basically completed 1 year ahead of schedule; a number of key projects were completed (Tuyen Quang - Phu Tho Expressway, the main inter-regional route connecting Ho Chi Minh Road with National Highway 70B, National Highway 32C to Yen Bai province, Van Lang Empire Golf Course...). creating an important driving force to promote socio-economic development, creating highlights, attractive destinations, and attracting tourists.
3. Industrial production and exports grew strongly, emerging as a key driver of the province’s economy. Industrial production grew by 17.37%, up from 10.2% in the previous period, contributing 5.13 percentage points to GRDP growth. The index of industrial production (IIP) rose by 37.8%, up from 18.3% in the previous period. Notably, the processing and manufacturing sectors, including electronics, computers, electrical equipment, and chemicals, grew by 38.6%. Exports continued to play a crucial role in the province’s socio-economic development, reaching a record-high 15.4 billion USD—an increase of 39.6%—keeping the province among the top 10 nationwide in export value.
4. Agricultural, forestry, and fishery production continued to grow steadily, while the National Target Program on New Rural Development was comprehensively implemented. The agricultural, forestry, and fishery sector grew by 3.07%, accounting for 18.4% of the province’s economic structure. In 2024, the province saw Phu Ninh District essentially complete its new rural development goals, along with five more communes meeting new rural standards, eight achieving advanced and model rural status, 59 new rural residential areas, and 36 model rural areas. The One Commune One Product (OCOP) program has prioritized practical and standardized development. As of 2024, the province recorded 308 OCOP products meeting three-star standards or higher, exceeding the target set for 2025.
5. Comprehensive development of culture, sports, and tourism. Phu Tho had two more intangible cultural heritage elements designated as national intangible cultural heritage by the Ministry of Culture, Sports, and Tourism: Cheo Art in Phu Tho and the Brocade Weaving of the Muong People in Tan Son District. Many national and international cultural and sports events were successfully organized, creating a positive image and lasting impressions of the province’s socio-economic development, culture, and people. These included Hung King’s Commemoration Day and Ancestral Land Culture - Tourism Week 2024, Thanh Thuy Tourism Week - Autumn 2024, the Qualifying Round of the Asian U17 Football Championship, and home matches of the Vietnamese team at the AFF Cup 2024, as well as achieving 10th place at the 10th National Phu Dong Sports Festival.
6. Education - training and healthcare continue to be in the top of the country. Phu Tho ranked 8th nationwide in the 2024 high school graduation exam, marking the fourth consecutive year it remained in the top 10. Phu Tho secured 71 awards at the national high school excellent student competition in the 2023-2024 school year, 15 more than in 2022-2023. Two students competed in regional and international Olympic competitions and won 1 silver medal at the Mendeleev International Chemistry Olympiad. Two students won the prestigious United States High School Biology Competition (USABO).
Doctors at Hung Vuong General Hospital successfully performed endoscopic surgery to repair a tympanic membrane in a patient with chronic otitis media.
The health system continues to be consolidated and developed, mobilizing over 100 billion VND to invest in health facilities; completing investment procedures for the project “Strengthening the capacity of the health system in Phu Tho province, using ODA capital from the German Government” and the project to strengthen commune health care (ODA capital from the ADB bank). The rate of people participating in health insurance reached 94%.
7. Administrative reform, building digital government, digital economy, and digital society achieved many outstanding results. The Provincial Competitiveness Index (PCI) increased by 14 ranks, belonging to the group of 10 localities with the best quality of governance in 2023; the Public Administration Reform Index (PAR INDEX) ranked 9/63 localities, up 9 ranks over the same period.The rate of administrative procedures received and processed online exceeded 81.7%. Meanwhile, 100% of enterprises in the province used electronic invoices, with gradual implementation of electronic contracts. The proportion of the digital economy reached 12.5%, ranking 10th in the country. The rate of the population aged 15 and over with electronic payment accounts accounted for 74.3%; more than 1.3 million citizens in the area have ID cards, Citizen ID cards; nearly 980,000 people have electronic identification accounts on VneID.
Director of the Ho Chi Minh National Academy of Politics Nguyen Xuan Thang chaired the meeting of the Appraisal Council of Phu Tho Provincial Political School to meet level 1 standards.
8. Party building and political system building have achieved many important and outstanding results. The Provincial Party Executive Committee has focused on leading and directing the work of party building, building a comprehensive political system with a focus and key points, and maintaining solidarity and unity within the party. Effectively directing and organizing research, study, awareness campaigns, and implementation of directives, resolutions, and conclusions of the Central Conference in 2024. Directing and implementing to ensure the correct procedures and progress of the arrangement of commune-level administrative units in the period of 2023-2025. Developing Party organizations and Party members in non-state enterprises has achieved the highest results in the past 4 years, with 25 newly established Party organizations with 170 Party members, admitting 167 new Party members. Completing the establishment of military party cells in 100% of communes, wards, and towns in the province. Phu Tho Provincial Political School achieved level 1 standards (1 year ahead of schedule). Directing the successful organization of the 15th Provincial Fatherland Front Congress, term 2024-2029; the 6th Provincial Youth Union Congress, term 2024-2029; the 4th Provincial Ethnic Minority Congress, 2024.
9. National defense, security, order, and social safety are maintained. Excellently completed the task of the Provincial Defense Zone Drill in 2024; practiced firefighting and rescue plans at the provincial level; promptly mobilized forces and means to participate in search, rescue, and overcoming the consequences of natural disasters. Established a force to protect security and order at the grassroots level, strengthened the material facilities for the commune police, effectively carried out peak periods of attacking and suppressing crimes, patrolled to ensure security and order, and the movement "All people protect national security.". Ensuring absolute security and safety for political, cultural, and social events; key sites and facilities; delegations of party and state leaders; and international guests visiting and working in the province.
10. Proactively respond to and promptly overcome the consequences of Storm No. 3. Storm No. 3 Yagi, the strongest storm in the past 30 years, caused severe damage to 26 northern provinces and cities, including Phu Tho. The storm and its aftermath collapsed the Phong Chau bridge, causing flooding in many localities, killing 6 people, 4 missing people, and 8 injured people, damaging 460 houses, flooding over 6,800 houses, and forcing over 7,300 households to evacuate urgently, along with major losses in agricultural production, property, and infrastructure. However, with the consistent, drastic, proactive, and unified leadership and direction of the Provincial Party Committee, People’s Council, and Provincial People’s Committee; timely and close command, coordination, and management; the efforts of all levels and sectors, together with localities and the people of the whole province; and the attention and direction of the Central Government and armed forces stationed in the area, the consequences of damage have been reduced to the lowest level. Solutions for leadership and direction to overcome the consequences of storm No. 3 have been deployed quickly and promptly to help people stabilize their lives soon.
