On June 5, General Luong Tam Quang—Politburo member, Secretary of the Central Public Security Party Committee, and Minister of Public Security—held a working session with the Standing Committees of the Phu Tho, Vinh Phuc, and Hoa Binh Provincial Party Committees to review the implementation of the Resolution adopted at the 11th Conference of the 13th Party Central Committee in the three provinces.
The working delegation included leaders from the Ministry of Public Security, the Central Inspection Committee, the National Assembly Delegation Work Committee, the Ministry of Construction, the Ministry of Justice, and the Office of the Central Public Security Party Committee, along with leaders of various departments, central agencies, and affiliated units.

Since the adoption of the Resolution, the three provincial Party Committees have actively collaborated, exchanged views, maintained unity, and achieved high consensus on direction and leadership. They promptly issued guiding documents, creating favorable conditions for organizations and units in each province to effectively coordinate and carry out their assigned tasks.
The Standing Committees have focused on restructuring the organizational apparatus, streamlining staffing, and improving the quality of public officials. Projects related to administrative unit restructuring have been developed to ensure scientific, transparent, and democratic procedures, with full consultation from citizens, officials, and relevant agencies. The province-level merger process has been implemented in accordance with proper regulations, timelines, and procedures.
Mr. Dang Xuan Phong—member of the Party Central Committee, Secretary of the Provincial Party Committee, and Head of the National Assembly Delegation of Vinh Phuc Province—reported on the implementation of the Resolution.
To date, six out of 14 key tasks have been completed by the three provinces. These include establishing steering committees for the implementation of the merger and reorganization of commune-level administrative units; developing project dossiers; collecting public feedback on proposed constitutional amendments; issuing documents to manage assets, finances, and facilities before, during, and after the merger; completing the reorganization of district-level inspection agencies; and issuing resolutions to merge the Provincial Party Newspaper with the Provincial Radio and Television Station. The remaining eight tasks are currently being implemented.
Mr. Bui Minh Chau—member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People’s Council, and Head of the National Assembly Delegation of Phu Tho Province—spoke at the working session.
Regarding policy settlement during the administrative rearrangement, Phu Tho has resolved 260 cases with a support budget of over VND 285 billion; Vinh Phuc has handled 199 cases with over VND 215 billion; and Hoa Binh has settled 102 cases with more than VND 152 billion. All three provinces are continuing to review and process retirement and relocation policies for those affected by the commune-level restructuring, district-level dissolution, and provincial consolidation. Each province has developed plans for managing public offices and facilities in preparation for organizing the new two-level local government system, aiming to prevent waste and loss.

In preparation for Party congresses at all levels ahead of the 14th National Party Congress—as guided by Politburo Directive No. 45-CT/TW dated April 14, 2025—the three provincial Standing Committees have carried out the first step in personnel planning. Party organizations at all levels, from provincial to grassroots, have aligned their planning and guidance documents with higher-level instructions and have ensured that document preparation and public consultation processes are conducted rigorously and in accordance with regulations.

In the first half of 2025, the three provincial Party Committees have taken bold and decisive actions in implementing their assigned duties, achieving notable results across multiple sectors. The GRDP of Phu Tho is estimated to grow by 9.2%; Vinh Phuc, by 9.5–10%; and Hoa Binh, by 9.99%.

The conference also addressed a range of key topics, including private economic development under Resolution 68; breakthroughs in science, technology, innovation, and national digital transformation under Resolution 57; innovations in lawmaking and enforcement; implementation of decentralization and delegated authority in the two-tier local government system; the General Secretary’s conclusions on resolving prolonged complaints and denunciations; and the current status and handling of complaints, petitions, and public feedback.

Speaking at the meeting, General Luong Tam Quang, Minister of Public Security, commended the proactive and determined efforts of the three provinces in implementing the Party’s resolutions and conclusions. He highlighted the importance of Phu Tho, Vinh Phuc, and Hoa Binh in terms of political, economic, cultural, and security strategy within the Northern Midlands and Mountainous Region of the Red River Delta. Phu Tho and Vinh Phuc are sacred homelands of the nation, while Hoa Binh boasts a rich cultural heritage—especially the enduring values of Muong culture.
He emphasized that the merger of the three provinces is not merely a matter of administrative reorganization or geographic consolidation but a strategic move to create a new, modern administrative unit with sufficient scale, development potential, and capacity to drive strong breakthroughs. This new unit would be competitive and well-positioned to deeply integrate into national and global value chains—becoming a growth engine for the Northern Midlands and Mountain Region.

Entering a new development phase, Minister Quang urged the provincial Party Committees to thoroughly grasp and effectively implement key tasks. Special focus should be placed on the leadership and direction of party congresses at all levels, particularly in preparation for the 2025–2030 term after the provincial merger.
He called for the timely execution of administrative rearrangement at both provincial and commune levels, along with the establishment of the two-tier government model. He emphasized that documents prepared for party congresses must reflect the spirit of the 14th National Party Congress, integrate collective wisdom, and propose visionary, breakthrough policies that leverage the strategic complementarities of the three provinces. These foundations will be crucial in transforming the new province into a major growth hub in the region.
Minister Quang also stressed the importance of adhering to procedures, regulations, and standards in personnel planning for Party congresses, ensuring solidarity and proper selection of capable individuals. He directed provincial leaders to manage the handover of functions between district and commune levels effectively, under the principle that “the new must be better than the old,” with the ultimate goal of better serving the people. Proper management of public assets, facilities, and ongoing projects was also highlighted, along with the need to maintain national defense and security.
He urged the provinces to resolutely implement measures to achieve the 2025 growth targets, focusing on four key pillars outlined in the Politburo’s resolution: breakthroughs in science and technology, innovation, and digital transformation; international integration in the new context; innovation in law-making and enforcement; and private economic development. Provincial leaders must take the lead in innovation and measure their capacity by actual effectiveness and performance.
Minister of Public Security Luong Tam Quang also gave instructions on a number of specific tasks to the Standing Committees of the Provincial Party Committees of the three provinces in the coming time.
